1 <br /> • RESOLUTION 85-014 <br /> A RESOLUTION OPPOSING THE SALE OF WINE IN GROCERY STORES <br /> WHEREAS, the intent of liquor control laws in the State of Minnesota has historically <br /> provided for local control and management of issues regarding the sale of alcoholic <br /> beverages at on-sale establishments and beer, wine and spirits at off-sale establish- <br /> ments; and <br /> WHEREAS, cities have made responsible decisions about the sale of alcohol in their <br /> respective jurisdictions; and <br /> WHEREAS, a strong lobby from the grocery stores in Minnesota has prompted introduc- <br /> tion of bills in recent years which would allow the sale of wine in grocery stores; <br /> and <br /> WHEREAS, passage of such legislation would remove local control over the sale of <br /> alcohol , and would make alcohol more easily available when it is already a sub- <br /> stance abused by many persons throughout the state and which represents a danger <br /> to the public when people mix alcohol with the operation of motor vehicles. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Anthony that: <br /> -the State of Minnesota should not pass legislation allowing the sale of wine in <br /> grocery stores; <br /> -continuation of decision making atthe local level be continued to be promoted <br /> • and enhanced by the legislators; <br /> -local jurisdictions have the ability through referenda to make critical decisions <br /> about the control of the sale of alcoholic beverages and this ability should be <br /> maintained. <br /> Adopted thi s a+-� day of Fe-bra Q V 1985. <br /> i <br /> ob rt Sun lan , Mayor <br /> Ric ha d Enr 'Councilmember Clarence Ranal o, Councilmember <br /> eor a Mark ouncilme ber 4dys Councilmember <br />
