<br /> • A RESOLUTION TO DESIGNATE AND ESTABLISH A REDEVELOPMENT/HOUSING DISTRICT NO. 2
<br /> PURSUANT TO THE PROVISIONS OF SECTION 462 OF THE MINNESOTA STATUTES AND ESTABLISH
<br /> A TAX INCREMENT DISTRICT PURSUANT TO THE PROVISIONS OF SECTION 273.71 TO 273.78
<br /> INCLUSIVE OF THE MINNESOTA STATUTES (.CHAPTER 322, LAWS OF MINNESOTA, 1979)
<br /> AND ADOPTING A REDEVELOPMENT PROGRAM AND FINANCE PLAN FOR SAID
<br /> REDEVELOPMENT/HOUSING AND TAX INCREMENT FINANCE DISTRICT
<br /> WHEREAS, the City Council of the City of St. Anthony, Minnesota, has determined that
<br /> it is necessary and desirable in the public interest to designate, establish.,
<br /> develop and administer a Redevelopment/Housing District in the City of St. Anthony,
<br /> Minnesota, pursuant to the provisions of Section 462 of the Minnesota Statutes; and
<br /> WHEREAS, the St. Anthony Housing and Redevelopment Authority, (HRA) has now prepared
<br /> a Redevelopment Plan for an urban renewal project of the Old Highway Eight Redevelop-
<br /> ment Area, dated January 3, 1985, ,(.the Plan) , part of which plan contains a tax
<br /> increment financing plan for a housing/redevelopment district; and
<br /> WHEREAS, the Plan has been prepared by the H.R.A. with the cooperation and assistance
<br /> of the appropriate City departments and the community task force; and
<br /> WHEREAS, the H.R.A. , by resolution duly adopted at a meeting held on February 12,
<br /> 1.985, did approve the Plan and did authorize application to the City Council of the
<br /> Plan, including a statement of the method proposed for financing the project
<br /> proposed by the Plan, and a written opinion of the Planning Commission of the City
<br /> of St. Anthony, dated January 15, 1985; and
<br /> • WHEREAS, the application for approval of the Pl-an has now been made to the City
<br /> Council , and the Plan, a statement of the method proposed for financing the project
<br /> proposed by the Plan, and the written opinion of the Planning Commission have now
<br /> been duly submitted to the City Council , and the City Council , on January 8, 1985,
<br /> duly held a public hearing on the plan pursuant to published notice, all as required
<br /> by Minnesota Statutes 462.521 and 273; and
<br /> WHEREAS, the H.R.A. may not proceed with the Plan unless the City Council , by
<br /> resolution,. .makes certain findings with respect to the project area and the tax
<br /> increment plan and approves the Plan; and
<br /> WHEREAS, the City Council of the City of St. Anthony has determined that tax incre-
<br /> ment financing will be necessary to finance the public costs associated with the
<br /> redevelopment/housing project within the tax increment district, pursuant to
<br /> Minnesota Statutes 273.71 to 273.78, inclusive; and
<br /> WHEREAS, the H.R.A. has fully informed the members of said School Board and Board
<br /> of County Commissioners of -the fiscal and economic impl-i,cation's of the proposed
<br /> housing/redevelopment district and tax increment district; and
<br /> WHEREAS, at said public hearing, all persons and parties were given full opportunity
<br /> to present written or oral testimony, comments, objections, suggestions, and other
<br /> matters, all of which were duly considered by the City Council; and
<br /> • WHEREAS, the HRA-is prepared for the relocation of individuals, families and
<br /> businesses that may be displaced as a result of carrying out of this project; and
