<br /> A RESOLUTION TO DESIGNATE AND ESTABLISH A HOUSING DISTRICT NO. 3 PURSUANT TO THE
<br /> PROVISIONS OF SECTION 462 OF THE MINNESOTA STATUTES AND ESTABLISH A TAX INCREMENT
<br /> DISTRICT PURSUANT TO THE PROVISIONS OF SECTION 273.71 TO 273.78 INCLUSIVE OF THE
<br /> MINNESOTA STATUTES (.CHAPTER 322, LAWS OF MINNESOTA, 1979) AND ADOPTING A HOUSING
<br /> PROGRAM AND FINANCE PLAN FOR SAID HOUSING AND TAX INCREMENT FINANCE DISTRICT
<br /> WHEREAS, the City Council of the City of St. Anthony, Minnesota, has determined that
<br /> it is necessary and desirable in the public interest to designate, establish,
<br /> develop and administer a Housing District in the City of'St. Anthony, Minnesota,
<br /> pursuant to the provisions of Section 462 of the Minnesota Statutes; and
<br /> WHEREAS, the St. Anthony Housing and' Redevelopment -Authority;(HRA) has now prepared
<br /> a Redevelopment/Housing Plan for an urban renewal project called the Chandler Place
<br /> Redevelopment Project, dated October 8, 1985, (.the Plan) , part of which plan con-
<br /> tains a tax increment financing plan for a housing district; and
<br /> WHEREAS, the Plan has been prepared by the H.R.A. with the cooperation and assistance
<br /> of the appropriate City departments; and
<br /> WHEREAS, the H.R.A. , by resolution duly adopted at a meeting held on October 8,
<br /> 1985, did approve the Plan and did authorize application to the City Council of the
<br /> Plan, including a statement of the method proposed for financing the project
<br /> proposed by the Plan, and a written opinion of the Planning Commission of the City
<br /> • of St. Anthony, dated September 17, 1985; and
<br /> WHEREAS, the application for approval of the Plan has now been made to the City
<br /> Council , and the Plan, a statement of the method proposed for financing the project
<br /> proposed by the Plan, and the written opinion of the Planning Commission have now
<br /> been duly submitted to the City Council , and the City Council , on September 10,
<br /> 1985, duly held a public hearing on the Plan pursuant to published notice, all as
<br /> required by Minnesota Statutes 462.521 and 273; and
<br /> WHEREAS, the H.R.A. may not proceed with the Plan unless the City Council , by
<br /> resolution, makes certain findings with respect to the project area and the tax
<br /> increment plan and approves the Plan; and
<br /> WHEREAS, the City Council of the City of St. Anthony has determined that tax incre-
<br /> ment financing will be necessary to finance the public costs associated with the
<br /> housing project within the tax increment district, pursuant to Minnesota Statutes
<br /> 273.71 to 273.78, inclusive; and
<br /> WHEREAS, the H.R.A. has fully informed the members of said School Board and Board
<br /> of County Commissioners of the fiscal and economic implications of the proposed
<br /> housing district and tax increment district; and
<br /> WHEREAS, at said public hearing, all persons and parties were given full opportunity
<br /> to present written or oral testimony, comments, objections, suggestions, and other
<br /> matters, all of which were duly considered by the City Council ; and
<br /> WHEREAS, the H.R.A. is prepared for the relocation of individuals, families and
<br /> businesses, if any, that may be displaced 'as a result of carrying out of this project; and ✓
