• RESOLUTION 86-029 <br /> STATE OF MINNESOTA <br /> CITY OF ST. ANTHONY <br /> A RESOLUTION REQUESTING THE MINNESOTA POLLUTION CONTROL AGENCY LMPCA) TO ISSUE THE <br /> FOURTH AMENDED REQUEST FOR RESPONSE ACTION (RFRA) REQUIRING THE ARMY, FEDERAL <br /> CARTRIDGE CORPORATION (.NOW KNOWN AS FEDERAL HOFFMAN), AND HONEYWELL TO CONDUCT <br /> REMEDIAL INVESTIGATIONS OF SOURCES OF CONTAMINATION AND CONTAMINATED GROUNDWATER OFF <br /> SITE FROM THE TWIN CITIES ARMY AMMUNITION PLANT (TCAAP) . <br /> WHEREAS, the City has legal responsibilities affecting the social , health and economic <br /> well-being of its residents, and in particular a legal responsibility to provide a <br /> safe and contaminant-free drinking water supply; and <br /> WHEREAS, actions of the Army, Federal Hoffman, and Honeywell at TCAAP have introduced <br /> levels of contamination with the City's water supply which levels are continuing to <br /> increase; and <br /> WHEREAS, the City has incurred and will continue to incur remedial action costs <br /> estimated at from $3 to $5 million to provide its residents with the same quantity <br /> and quality of water they had prior to the contamination of the public water supply; <br /> and <br /> WHEREAS, the City supports the MPCA's determination that the Army, Federal Hoffman, <br /> • and Honeywell are responsible parties; and <br /> WHEREAS, the City wishes to be prudent in its use of public funds; and <br /> WHEREAS, the City supports the past and present efforts of the MPCA' s Staff to prepare, <br /> conduct and supervise remedial investigations of the sources of contamination and <br /> contaminated groundwater both on and off site from the Twin Cities Ammunition Plant; and <br /> WHEREAS, on July 22nd the MPCA Board failed to issue the Fourth Amended Request for <br /> Response Action; and <br /> WHEREAS, the City strongly believes that issuance of. the Fourth Amended RFRA will <br /> result in the gathering of important data required to assess responsibility for its <br /> contaminated groundwater; and <br /> NOW, THEREFORE, BE IT RESOLVED THAT the City hereby states its support for the issuance <br /> of the Fourth Amended RFRA; and <br /> BE IT FURTHER RESOLVED THAT the City urges the. MPCA Board to unanimously adopt the <br /> Staff's recommendation for the issuance of the Fourth Amended RFRA at its August 26, <br /> 1986 meeting; and <br />
