i <br /> • SUPPLEMENTAL DATA <br /> ST. ANTHONY PARKWAY MSA PROJECT <br /> FROM 560 FEET NORTH OF RIDGEWAY DRIVE TO <br /> 560 FEET SOUTH OF BURLINGTON NORTH RAILROAD <br /> CITY OF ST. ANTHONY <br /> FEBRUARY 5, 1987 <br /> 1. An index map showing the project location is attached. <br /> 2. Typical section of the inplace and proposed construction is attached. <br /> 3. This variance is requested to save approximately 27 large boulevard trees abutting <br /> the Gross Golf Course and Sunset Memorial Cemetery along St. Anthony Parkway in <br /> the City of St. Anthony. If the street was constructed to MSA minimums of 36 feet, <br /> most of these trees would have the roots cut from one to two feet from the face of <br /> the tree. <br /> 4. Economic Impact. By allowing the variance to 32 feet, approximately $20,000 would <br /> be saved in clearing, grubbing and replacement costs for the boulevard trees. Also, <br /> approximately $40,000 would be saved due to reduced construction cost for the 32 <br /> foot street. <br /> The social impact of the street project will be minimal. No relocation or land <br /> acquisition other than construction easements is required. <br /> • This variance would allow greater distance from the face of the curb to the large <br /> trees along the project, as well as improve the safety of the roadway due to the <br /> elimination of an extremely rough riding surface and replace the crumbling curbs <br /> with new curb and gutter. <br /> The. environmental impacts of this project will be minimal and limited to <br /> construction noise and inconvenience. The noise and air quality impacts of the <br /> proposed improvement and not anticipated to be significant. No significant impact <br /> is expected on the quality of surface runoff water, although an improvement could <br /> be expected due to eliminated soil erosion along the crumbling curb lines. <br /> 5. The extreme rough ride and crumbling curbs will be eliminated by this project and <br /> by granting the variance the project will also preserve the huge boulevard trees that <br /> have taken 50 years or more to grow to the size they now are. <br /> 6. Adjacent land will be served better by the reconstructed roadway and will only <br /> suffer temporary inconvenience during the construction of the project. Access will <br /> be maintained to both the golf course and cemetery from one direction during <br /> construction. <br /> 7. An unknown number of individuals traverse this section of roadway each day and <br /> will be favorably affected by the project. <br /> 8. The following safety considerations are anticipated: <br /> a. Pedestrians - no affect on pedestrian traffic is anticipated due to existing <br /> sidewalks on both sidesof the street that are sufficiently set back from the <br /> roadway so they will not be affected by the construction. <br /> • b,c,d Bicyclist, motoring public, fire, police and emergency units will all be <br /> favorably impacted by this project by eliminated the rough riding surface and <br /> crumbling curbs and the traffic hazards that they present. <br />
