CITY OF ST. ANTHONY <br /> COUNCIL MINUTES . <br /> • WORK SESSION <br /> January 22 , 1979 <br /> The meeting was called to order .at 6 :30 p.m. <br /> Present: Marks., Sundland, Haik, Ranallo, and LetOurneau. <br /> Also present: Fornell, Johnson, Entner. ,Berg arrived at 6 :40 p.m. ' <br /> The Manager made a presentation on the fiscal -situation of the City, <br /> levy limitations, and taxes. He noted that under one hypothetical <br /> condition it is possible for the City' s aggregate total General Fund <br /> revenues to increase 3. 5 percent, while expenses are increasing at <br /> about 8 to 10 percent per. year, assuming no position reductions. <br /> He felt there was no immediate cause for concern, but that if infla- <br /> tion continues and due -to other factors, such as exceptionally high <br /> energy costs and the Apache lease .expiring in .1986 , the City should <br /> anticipate the problem. He showed factors which would probably <br /> minimize the net impact on tax statements due to a levy increase. <br /> The option of position and service reductions was briefly discussed, <br /> also. Three alternatives dealingwith the levy were specified: <br /> eliminating all .cities .under 10,000 population from levy limits; <br /> the L.M.C./A.M.M. bill to "index"- the levy base increase;. and a <br />' bill to help the City in view of its dependence on the liquor income. <br /> r <br /> The Council asked for clarification several times of various points. <br /> The meeting was adjourned at 7 :20 p.m. <br /> Mayor <br /> ATTEST_ : <br /> Ci y Clerk <br />
