CITY OF ST. ANTHONY <br /> COUNCIL MINUTES <br /> WORK SESSION <br /> January 31, 1980 <br /> The meeting was called to order at 5 :05 p.m. <br /> Present: Marks, Sundland, Haik, Ranallo, Letourneau. <br /> Also present: - Fornell, , Berg, ' several .members of the Planning <br /> Commission, and Gary Winter of the League of Minnesota Cities. <br /> Fornell showed slides- of a Section 235 home ownership housing project <br /> of several duplexes in Bloomington. <br /> Mr: Winter addressed the Council about tax increment financing- and <br /> highlighted the 1979 'law. <br /> Mr. Dick Krier, of Lakewood Planning and Engineering, Inc. , talked <br /> about the establishment and structure of H.R.A-.s, condemnation, and <br /> other aspects of community development activities. Questions were <br /> asked of Mr. Winter and Mr. Krier concerning many aspects of such <br /> undertaking. <br /> The Council discussed the - need for an H.R.A. and the use of tax <br /> increment financing. Concern was expressed about the G.O. Bonding <br /> usually used in such a process, but it was acknowledged that the . <br /> risk to City property owners can. be minimized. The Coundil acknowl- <br /> edged that the economic .condition of the St. Anthony Shopping Center,. <br /> especially the westerly side, had deteriorated and that-''tax increment <br /> financing could be a tool to correct the problem. Various opinions <br /> were expressed on- how large a district should conceivably be created <br /> and when they should be created. <br /> The tie between family assisted housing and elderly assisted housing <br /> was discussed. Some felt it was difficult for St. Anthony to provide <br /> much assisted housing due to- its size and development and that 'it <br /> was not fair to have to comply with large housing goals. <br /> The David Ames townhouse project was- discussed. ' The -Mayor felt it !. <br /> was a good land -use for the area and that residents-must have a bet- <br /> ter understanding of -how the. program works. She was concerned about <br /> "strip commercial" extending all the way to Silver Lane on -that block. <br /> Councilman Ranallo said he heard from several residents .ixthe area <br /> who were not in support of the proposal and he had reservations about <br /> it. - <br /> The <br /> t. -The Council directed the -Manager to prepare a list of questions <br /> concerning community development for the February 12 meeting. <br /> The meeting was adjourned at 7:50 p.m. <br /> Xlale <br /> 4ayor <br /> ATTEST: �1�/ <br /> City Clerk <br />
