ANTHONY <br /> COUNCIL MINUTES <br /> March 10 , 1981 <br /> WORK SESSION <br /> The meeting was called to order at 5 : 35 P.M. by Mayor Haik. <br /> Present: Marks, Sundland, Haik, Letourneau. <br /> Absent: Ranallo. <br /> Also present: Members of the Cable T.V. Advisory Committee: Medin, <br /> Punco.char, Mikkelson, Kaeding;_ Ron Berg, Administrative <br /> Assistant; Jim Fornell�, City Manager. <br /> R. Berg gave an introduction on the role of the Commission, history <br /> of cable T.V. , recent evaluation, organization of cable service <br /> territories, and the options open to St. Anthony, to provide service. <br /> a. Wait until surrounding communities have franchised and then seek <br /> a franchise for St. Anthony. <br /> b. Seek proposals on our own. <br /> C. Establish a City-owned system. <br /> • d. Seek franchising with another neighboring community. <br /> e. Proceed in the franchising process with the North Suburban <br /> Cable Commission. <br /> The Council discussed options and agreed that e, appears the best at <br /> this time. Concern over obscenity was also expressed but it was <br /> felt a regulatory ordinance would. effectively control "hard core" X- <br /> rated programming. There may be some disagreement over R-rated pro- <br /> ductions, however. <br /> C.T.A.C. Chairman Al Kaeding gave a long presentation on the policy <br /> decisions to date being considered by the North Suburban Cable Commission. <br /> Councilman Ranallo arrived at 6 :25 P.M. <br /> Considerable discussion: centered on density, ' above-ground vs. under- <br /> ground wiring, desired-' mandatory system features, administrative <br /> procedure, criteria for judging proposals, priorities, ordinance <br /> provision and regulations. The Committee and Council also discussed <br /> liability and the use of the franchise fee for regulatory costs and <br /> access support. <br /> The meeting was adjourned at 7 : 29 P.M. <br /> Mayor <br /> ATTEST: <br /> City Clerk <br />
