CITY OF ST. ANTHONY <br /> COUNCIL WORK SESSION MINUTES <br /> April 7 , 1981 <br /> The meeting was called to order at 7 :15 P.M. by Mayor Haik. <br /> Present: Sundland, Haik, Ranallo., Letourneau. <br /> Absent: Marks. <br /> Also present: Fornell, Berg, Johnson and Entner of staff. <br /> Mayor Haik stated the purpose of the meeting: to discuss character- <br /> istics/qualifications desired in a Manager, areas of greatest <br /> attention over the next few years and the transition period until <br /> a new Manager is working. <br /> Mayor Haik and Councilman Sundland summarized the areas of greatest <br /> concern over the next couple years: public relations/education as <br /> to city needs, especially in improvements; redevelopment activities; <br /> the role of the liquor operation in finances; and general city <br /> finance, including governmental aid. <br /> Councilman Sundland presented a list of qualifications he felt <br /> candidates should have. <br /> Councilman Marks arrived at 7 :29 P.M. <br /> Councilman Marks felt we need to define what the Manager is to do, <br /> • the qualifications desired and test applicants against those <br /> desired qualifications . <br /> The Council agreed to screen the resumes in batches of ten and pass <br /> them along. <br /> The question of transition authority is to be on the April 14th <br /> agenda. <br /> The Council agreed with the Manager to hold tight on his position <br /> with the Police bargaining unit, even if it means arbitration. <br /> There was discussion on the north end liquor operation and the <br /> Manager is to request alternatives from the Liquor Manager on <br /> possible sites west of Silver Lake Road. <br /> Motion by Councilman Ranallo and seconded by Councilman Marks to <br /> adjourn. <br /> Motion carried unanimously. <br /> Meeting was adjourned at 9 :10 P.M. <br /> Mayor <br /> ATTEST: <br /> City Clerk <br />
