CITY OF ST. ANTHONY BUDGET WORK SESSION September 22 , 1981 t The meeting was called to order at 8 :00 P.M. by Mayor Pro Tem Sundland. Present for roll call: Sundland, Ranallo, Marks , and Letourneau. Absent: Haik. Also present: Larry- Hamer, Public Works Director; David Childs , City Manager; Carol Johnson, Clerk/Treasurer. The City Manager handed out a .list indicating the basic budget (revenues and expenditures) , possible revenue changes , and possible expenditure changes . Discussion followed on each item. The following decisions and changes were made : (1) Cut liquor transfer from $400 ,000 to $375 ,000 with availability by resolution to transfer. $25,000 from the Liquor Fund to the Capital Equipment Fund, if Liquor operation's 1982 year is more profitable and additional dollars needed due to state. or federal cuts. (.2) In place of $25 ,000 Liquor reduction, use Special Levy for insurance cost increases from 1971 rates to 1981 rates • ($24, 713) . (3) Delete transfer to General Fund from Sewer Fund. Instead, use $7,000 from Police Special Reserve. (4) Volunteer Fire Pensions - . $10 ,0.00 from Police Special Reserves , bringing Police Reserves down to a $16 ,000 balance. Further study of fire pensions will take place, but this money is set aside as seed money, if needed. (5) Reduce Revenue Sharing transfer by $16 ,000 and replace with Police Special Reserve balance. (6) Place Fire Special Reserve ($27 ,000) into Capital Equipment Fund for eventual purchase of fire vehicle in 1982 or 1983 . (7) Levy $1,000 for H.R.A. for possible conferences , meetings , publications , etc. (8) Delay decision on whether or not to add a police officer until a recommendation is forthcoming from the City Manager (probably late November/early December) . (9) Approved using $35 ,000 Water Reserves for replacement of roof on water reservoir in 1982 .
