CITY OF ST. ANTHONY <br /> COUNCIL WORK SESSION MINUTES <br /> June 3, 1985 <br /> The meeting regarding the Youth Services Bureau was called to order at 6:30 P.M. <br /> Present: Sundland, Marks, Ranallo, and Enrooth. <br /> Absent: Makowske.' <br /> Also present: David Childs, City Manager; Duane Googins, ISD 282; Kathy Knapp, <br /> Parent; Dave Wilmes, Youth Services Bureau, John Sullivan, Youth <br /> Services Bureau; and Shelley Freeman, ISD '282. <br /> Dave Wilmes, Director of North Suburban Youth Service Bureau, gave background of <br /> the activities of the agency and funding .sources. The Youth Service Bureau <br /> receives space from the school districts, funds from Hennepin and Ramsey Counties, <br /> some state and federal monies, but the biggest portion of the dollars come from <br /> the suburban cities served by the Youth Services Bureau. St. Anthony is a new <br /> addition to the service area, and thus has not traditionally allocated funds in <br /> the budget for this purpose. The other suburbs generously budget such funds as <br /> standard practice because the service is established there. The Youth Services <br /> Bureau is requesting about $7,900 to be budgeted by St. Anthony for 1986. <br /> Duane Googins, representing School District 282, spoke of the new Student Assistance <br /> • Committee at the Middle School and High School which essentially is a discipline <br /> committee. He views it as a team effort through which a student and his/her <br /> family get service and assistance. In speaking about the Youth Service Bureau, <br /> with respect to students/families needing service, Mr. Googins stated "Kids are <br /> being helped. I had reservations about the program when it began last year, but <br /> this year has been tremendous." <br /> Others speaking included Kathy Knapp, a parent who discussed her perceptions about <br /> the program and shared her experiences with the Council; John Sullivan the youth/ <br /> family counselor for the Youth Services Bureau, who gave general overview of the <br /> types of persons served and some examples of problems and solutions provided <br /> while maintaining client confidentiality. <br /> The City Council reached a general consensus that they were able to see specific <br /> successes of the program and thus its importance. Clarence Ranallo strongly <br /> urged closer cooperation. between the program and the St. Char.les School , but in <br /> general the Council felt that their understanding and potential interest in <br /> supporting the program was greatly improved from a similar meeting about a year <br /> prior to this. <br /> The meeting adjourned at 8:00 P.M. <br /> David Childs <br /> City Manager <br />
