SUMMARY OF CITY COUNCIL -WORK SESSION <br /> • 7:40 P.M. Tuesday Feb.4, 1986 <br /> Present: Sundland, Ranallo, Makowske, Enrooth, Marks, Childs, Hamer, <br /> Ray Nelson (8:30) <br /> A. Dave Childs and Larry'.Hamer explained the St. Anthony Boulevard <br /> Reconstruction Project. Staff was d-irected to: <br /> 1 . Redraft the City's. Assessment Policy based on Council concerns. <br /> 2. Be sure that property owners are given at -least .30 days notice <br /> prior to any hearing. <br /> 3. Prepare a detailed fact sheet for Council and residents relating <br /> to the project. <br /> 4. Research the cost of alley reconstruction. <br /> 5. Research the cost of sidewalk reconstruction. <br /> 6. Get an estimate of reconstruction costs. for St. Anthony Boulevard <br /> south of the bridge. <br /> 7. Get a copy of the agreement between St. Anthony and the Mpls Park <br /> Board relating' to assessments for improvements adjacent to the Golf <br /> Course. <br /> B. Dave Childs presented his draft report relating to the future of the <br /> Liquor Operation. The following consensus were reached and/or directions <br /> given to staff. <br /> • 1 . The city should remain in the liquor business. <br /> 2.. Staff should continue negotiating with CG Rein, Inc. relating to <br /> renewal of the lease at that location with the view to retain Apache <br /> Wells saloon at that location and possibly expand it into the current <br /> off-sale space. <br /> 3. The Stonehouse Bar is in need of remodeling. Close attention should <br /> be.made. to maintain the character of the bar so that a new "dazzling" <br /> design doesn't cause the bar to lose its regular clientele. <br /> 4. A task force (duration of 30-45 .days) should be established to <br /> analyze alternatives relating to the off-sale operation - to. include <br /> possibilities including - new construction (city ownership or . <br /> private ownership with lease. ) Addition to existing Stonehouse <br /> structure, lease space in Shopping Center(s) or other alternat-ives. <br /> Names to be contacted by Staff include: <br /> Wil Johnson:- who will also serve in a consultant role when plans <br /> and/or cost projections are needed. <br /> Bill Bowerman, Bill Zawislak, Terry Hoffman and a-resident to <br /> represent the area of the City from 33rd to 37th and east of Silver <br /> Lake Road. <br /> The committee will attempt to study the alternatives and present a <br /> recommended course of action to the. Council . <br />
