1 Mr. Childs . indicated the $15 ,000 allocated towards the pedestrian <br /> • 2 signal project would complete that program. The brochure Mr. Childs <br /> 3 had distributed outlined the senior social programs for which the City <br /> 4 had historically allocated 15% of each year ' s CDBG funds as well as <br /> 5 the budget for Community Services who run these programs. <br /> 6 Staff had recommended the Commission either allocate the remaining <br /> 7 $6 , 442 towards the construction of a concrete sidewalk on Kenzie <br /> 8 Terrace which could be tied in with the senior developments in that <br /> 9 area and would make getting to the bank and church much easier and <br /> 10 safer for those residents or to set those funds aside until $10, 000 <br /> 11 can be raised to pay the costs of recodifying the 1973 Code of <br /> 12 Ordinances, as proposed during the planning and goal setting retreat <br /> 13 the previous weekend. <br /> 14 The Commissioners were generally agreed that it would be better to use <br /> 15 the funds this year to finish off the Kenzie project rather than to <br /> 16 hold the funds over for a project which couldn't even be started until, <br /> 17 next fall. However, they also concurred that serious consideration <br /> 18 should be given to using next year ' s allocation to bring the City <br /> 19 codes into compliance with revisions in state standards and to <br /> 20 eliminate some of the redundancies and conflicts related to election <br /> 21 laws, licensing, etc. which have occurred in the City ordinances over <br /> 22 the past 15 years. <br /> 23 The hearing was closed at 7 : 40 P.M. <br /> 024 Commission Recommendation <br /> 25 Motion by Brownell, seconded by London to recommend the Council <br /> 26 allocate St. Anthony' s $25 , 222 Year XIV Community Development Block <br /> 27 Grant funds for the following planning activities: <br /> 28 Kenzie Terrace Pedestrian Signal Project $15, 000. <br /> 29 Kenzie Terrace Sidewalk Project $ 6 , 442 <br /> 30 Senior Citizens Social Programs $ 3 ,780 <br /> 31 Motion carried unanimously. <br /> 32 UNFINISHED BUSINESS <br /> 33 TCF Plan Accepted Despite Neighbor Objections to Bypass Lane <br /> 34 The February 16th public hearing on TCF' s plans to expand its existing <br /> 35 two lane drive up facility to four banking lanes plus a 12 foot wide <br /> 36 bypass and emergency vehicle lane had been tabled for a traffic flow <br /> 37 study to demonstrate the new facilities would improve existing parking <br /> 38 and traffic congestion conditions both on site and on the side <br /> 39 streets. The Commissioners had also suggested the study include <br /> 40 consideration of exit and access improvements as well as one way <br /> 41 traffic patterns, if that would help. The bank' s proposals were <br /> •42 removed from the table and discussions reopened as to whether the <br /> 2 <br />
