0 PLANNING COMMISSION MEETING <br /> FEBRUARY 16, 1993 <br /> PAGE 5 <br /> 1 recommendation to amend ordinance language requiring identification signs to face <br /> 2 the frontage they are allowed for. The City Council deferred discussion of sign <br /> 3 amortization to the March 2, 1993 Council Work Session. Upon the request of the <br /> 4 City Manager, the City Council discussed its feelings towards the proposed parking <br /> 5 ordinance. The Council did not feel an ordinance would be appropriate as the <br /> 6 problem has addressed itself, probably from further awareness by exposure in the <br /> 7 media. <br /> 8 <br /> 9- Commissioner Franzese asked staff the meaning of the Mayor's desire to see the <br /> 10 Planning Commission amend its by-laws so that abstension votes may not be taken. <br /> 11 Commissioner Madden stated that he voted this way so as not to offend the business <br /> 12 community and not approve illegal signs. Urbia stated that Robert's Rules of Order <br /> 13 allow for abtension votes, so the Planning Commission technically cannot amend its <br /> 14 by-laws to prohibit abstension voting. However, Urbia stated it is a good idea to vote <br /> 15 yes or no to assist the Council in a recommendation. <br /> 16 <br /> 17 Commissioner Franzese asked staff if there is funding for membership in the <br /> 18 Minnesota Planning Association (MPA). Urbia will check with the City Manager. <br /> is Other <br /> 21 Five to six residents were present to discuss the public hearing for the proposed <br /> 22 accessory structure setback permit. The residents missed the public hearing, as the <br /> 23 St. Anthony Bulletin had an error in the Notice of Hearing stating the starting time <br /> 24 as 7:35 P.M. instead of 7:05 P.M.. The Planning Commission spent time explaining <br /> 25 the proposal, what was discussed at the public hearing, and answered questions from <br /> 26 the residents. Mr. Jack Novak,who previously received a variance to build a garage, <br /> 27 spoke strongly in favor of the proposal.
