Minutes <br /> March 16, 1954 <br /> The mee'ting was called to order by the chairmnn. <br /> The following members warp prnrent: <br /> Howitz, Springer, Rocks, Coult Fmon,d, Mesen'— ing, Englund <br /> and the fol 1 o%r,i nd were absQnt: <br /> None <br /> The minutes of ;:he meeting of February 17, 1964, were approved with the <br /> following corrections: (a) Date corrected to February 17, 10064 (b) Correction <br /> of meeting place. <br /> 1 . The chairman announced that this was the time and pla-e to hold a public <br /> hearing to consider the request for rezoning by I . A. Walbon. The requested <br /> rezoning was from single family and nonconforming use to multiple dwelling on <br /> the following described property: that part of the north 459.44 feet of the <br /> east 439.7 feet of the sou 0east 1-4 o` section 6 lying northwesterly of T.H. #8. <br /> Walter Thuftedal presented a proposed 51 unit multiple complex to be con- <br /> structed on this property. The area residents present objected to the devel- <br /> opement because o- -he increased load on the school system, the adverse affect <br /> on abutting property, traffic problem and general nuisance to abutting owners. <br /> After hearing all the comments from the floor it was moved by Emond, <br /> seconded by Springer to deny the requested rrzcning on the following basis: <br /> • 1 . Majority of area residents are opposed to this developement. <br /> 2. The plan was identical to that plan submitted to the board on <br /> December 17, 1062, at which time Vic req,uect was denied by the board <br /> and subsequently denied by the <br /> 3. Lower uses would be mere compatible with the surrounding area. <br /> Voting: All in Favor Motion Carried <br /> 2. The chairman announced that this was the time and place to hold a public <br /> hearing to consider the request for rezoning by the walker Realty Company. <br /> The requested rezoning was from light indus•l:rial to multiple dwelling on the <br /> following described property: The south 2 o:` lot 4, block 11 , Mounds View <br /> Acres Second Addition. <br /> The owner of this property proposes a 51 unit multiple complex and need <br /> the additional L5 lot to meet the land area requirements. Keith T. Harstad, <br /> who owns the land abutting the Yalder Co. properrty presented a request to <br /> have lots 1 , 2, 3 and the north '-, of 4, block 11 also rezoned to multiple <br /> dwelling because the light industrial area is not presently large enough to <br /> support any substantial developement. Any additional residential zoning in <br /> block 11 would furthur reduce the light industrial tract. <br /> It was moved by Emond, seconded by Springer to deny the requested re- <br /> zoning of the south 2 of lot 4. After discussion the motion was withdrawn. <br /> It was then moved by Rocks, seconded by Emond to table action until hearing <br /> could be held on Harstad request. All in favor. Motion Carried <br /> 3. Ed Tourangeau presented a request fogthe re/1`1 fT 10M`1kE5, -1 / dL3, <br /> block 4, Clark and Kings Hennepin Gardens e t�ep a ting as presented was <br /> substantially under the minimum requirements. The area is best suited for <br /> Single Family residential and any rezoning on these lots would be spot zoning <br /> which is not the common practice of the board. <br />
