CITY OF ST. ANTHONY
PLANNING BOARD MINUTES
October 19 , 1976
Lacking a quorum, the Planning Board members present (Hiebel, Cowan,
Rymarchick-) discussed signs and sign regulations with Jack Lawrence
of Signcrafters, Inc, Mr. Lawrence spoke of a trend in the sign in-
dustry towards more self regulation and argued the advantages of
moderate sized, tastefully done, free-standing signs over excessive
sign area on buildings . Numerous questions were raised by the Board
members present about sign visibility , specifications, and regulations .
It was suggested that other speakers could be invited to give other
.perspectives. Mr. Marks arrived at 8 :10 P.M. and the discussion con-
tinued.
The October 19th Planning Board meeting was called to order by Vice
Chairman Hiebel at 9 :01 P.M.
Present at roll call: Cowan, Rymarchick, Marks and Hiebel
Absent: Johnson, Letourneau, Bowerman
Also present: Jim Fornell, Administrative Assistant
I
Motion by Rymarchick seconded by Hiebel to approve the September 21, i
1976 Planning Board minutes with the following correction:
Paragraph 2 , Page 5 , -"look" not "lood"
Motion carried unanimously.
i
/The Board discussed the letter from Larry Vickrey concerning adminis-
trative and legislative procedures for reviewing requests for land
use changes.
Mr. Cowan felt that a tightening of the procedures is probably warrant-
ed and cited Mr. Hedlund's P.U.D. application and its lack of conform-
ance with the submission requirements . He felt that the staff should
probably have cancelled the hearing because the proper comprehensive
information was not submitted.
Mr. Fornell responded that he had talked with Mr. Hedlund about the re-
quirements at least three times and would not feel comfortable making
a determination whether the information submitted is not complete
enough to warrant cancelling or postponing a public hearing.
George Marks felt that a procedures booklet should be drafted to assist
Planning Board members , especially new ones, and volunteered his services
to prepare one. The Board thought it a good idea and encouraged him to
work with City staff.
1
