• ✓" bi1 Solberg of Twin City Federal Savings and Loan Company and <br /> Brian Morgan of Baker Associates , Inc. , presented their revised <br /> site plan for a T.C.F. branch office at 39th Avenue N.E. and Silver <br /> Lake Road. The proposal had previously received a conditional use <br /> permit, subject to final review. <br /> Several Board members expressed concern about various aspects of <br /> the proposal: <br /> Hiebel felt the traffic flow was awkward. Johnson was concerned <br /> about the location and expansionability of the drive-in teller, the <br /> free-standing sign and the possible encroachment of the drive-in <br /> teller porch in the required side yard,. (A condition of the original <br /> conditional use permit was that the final plan conform to all ordin- <br /> ances in effect at the ' time of construction. ) Both Cowan and Johnson <br /> raised points about the possibility the Savings and Loan industry <br /> may offer checking accounts and hence more drive-in teller. traffic <br /> would be generated. Mr. Hiebel and others-wondered if the drive-in <br /> teller would better be placed on another side. <br /> Mr. Morgan said they had done studies of the site and feel the pre- <br /> sent �site plan is best in separating drive-in traffic from pedes- <br /> trian traffic, preserving the green space around the building, and <br /> allowing reasonable egress. <br /> • Marks felt the drive-in tellers were adequate because of probable <br /> increased computerized payments transfer in the industry and decreas- <br /> ed reliance on automobiles . <br /> The memo from Fornell concerning the conformance of the site plan <br /> with the original use conditions and with the new zoning ordinance <br /> was discussed as well as his recommendations. <br /> Motion by Marks, seconded by Hiebel to recommend approval of the <br /> site plan for a T.C.F. office to be located at 39th and Silver Lake <br /> Road subject to the following: . <br /> 1. The building is to be relocated to the south, increas- <br /> ing the frontage on Silver Lake Road from 200 feet, <br /> to provide room for two remote tellers as well as one <br /> direct teller without the need for a side yard variance. <br /> 2. Parking spaces to be ten feet in width. Additional <br /> spaces will be provided off-street if necessary. <br /> 3. Lighting is not to exceed one foot candle in intensity <br /> at the property line. <br /> 4 . A detailed landscaping plan is to be submitted and is <br /> subject to Planning_ Board review and Council approval. <br /> • <br /> I <br />
