-4- <br /> Mr. Bjorklund noted Red Owl ' s practice at all their other sites of <br /> aethestically screening their loading areas and trucks . <br /> Motion by Mr. Jones and seconded .by Mr. Bjorklund to request staff <br /> to put the matter. of the Red Owl truck parking on the next agenda. <br /> Motion carried unanimously. <br /> The new Occupancy Permit being developed by staff was explained by <br /> Mr. Berg who said the permits will be required of all new Commercial <br /> or Industrial tenants as a means of. ascertaining the type of usage <br /> and whether it meets all applicable codes.. The permits will alert <br /> the City staff to inspect the facilities and to issue licenses where <br /> necessary. <br /> The Administrative Assistant also reported he had sent letters to the <br /> proprietor of the upholstery shop on Kenzie Terrace as well as the <br /> property owner, Max Saliterman , asking why the clean-up of the property <br /> had not been carried out as promised when theusage was approved by <br /> the City. When he said there is no penalty for. non-compliance in <br /> cases like this , there was Commission agreement that .a penalty of at <br /> least double the amount of the license fee should be legislated for <br /> such violations of agreements. A Fire Department inspection of the <br /> property was also recommended as an incentive to get the site cleaned up. <br /> Mr. Berg reported the Council . had considered the density necessary to <br /> make increment financing feasible for the Walbon property too great <br /> and had deferred the development of that site for proposals from the <br /> owner or private developers . <br /> Mr. Sopcinski suggested the Council be .reminded that with the November <br /> elections , there will be at least one vacancy on the Commission to be <br /> filled in January for which interviews may be held in December. The <br /> Chairman urged early decisions by the Commission members as to whether <br /> or not they desire to continue their service on the Commission. <br /> Mr. Enrooth reported what appears to be an abandoned mobile home of <br /> 1820 vintage parked behind the Standard station near Johnson' s Meats <br /> on Kenzie Terrace and asked whether a violation of a City statute is <br /> involved. The Chairman reiterated his belief that the City staff <br /> needs to be more diligent in enforcing City ordinances so the City may <br /> be recognized as 'serious about enforcing its ordinances and prosecuting <br /> violations . <br /> The sign ordinance is still in the hands of the sign consultants and <br /> the City Attorney hasn't reviewed it, but Mr. Berg hopes to be able - <br /> to have it ready for the next Commission meeting. <br /> Motion by Mr. Jones and seconded by Mr. Enrooth to adjourn the meeting <br /> at 8 : 42 P.M. <br /> Motion carried unanimously. <br /> • Respectfully submitted, <br /> Helen Crowe <br /> Secretary <br />
