ANTHONY <br /> PLANNING COMMISSION MINUTES <br /> (Summation of Motions) <br /> December 2, 1985- <br /> Meeting <br /> 985Meeting called at 7:35 P.M. <br /> Present: Bowerman, Hansen, Franzese, Bjorklund, Wagner, and Madden. <br /> Absent: Jones. <br /> Also present: David Childs <br /> Yurick and Tushie, Arkell <br /> Gustafson and Guttermson, META <br /> Bill Barnhard, City of Minneapol°is (wanted only senior rental ) <br /> Joe Schleunder, structural questions about Kenzington <br /> Mrs. Fung-Teing, Mei-Wah Restaurant in shopping center (didn't speak) <br /> Motion by Commissioner Bowerman and seconded by Commissioner Wagner to recommend <br /> the Council accept the amendment to the Kenzie Terrace Redevelopment Concept Plan <br /> proposed by Arkell Development Company to allow the following changes in Phases <br /> IIB and III in accordance with the plans filed with the City of St. Anthony: <br /> 1 . Change from condominiums (_300 units in 3 buildings ranging from 5-8 stories) <br /> to senior market rate rental 0300 units in 2 buildings of 5 stories and 8 <br /> • stories) ; and <br /> 2. To include approximately 33,000 square feet of commercial space on the first <br /> floor of the first building. <br /> In recommending acceptance of these changes, the Commission finds that: <br /> 1 . The request for the change was precipitated by changing market conditions; <br /> 2. The information from the developers indicated that there is a deomographic <br /> market for rental property; <br /> 3. Requiring the developers to continue to be bound by the original Concept Plan <br /> for the P.U.D. would be burdensome and not in tune with today's market <br /> conditions which could constitute a hardship for them;. and <br /> 4. No member of the public, including merchants from the adjoining shopping area, <br /> spoke against the change at the hearing or to staff prior to the meeting . <br /> Motion by Commissioner Madden and seconded by Commissioner Bjorklund to amend the <br /> motion to change the size of the proposed commercial from 33,000 to 11 ,000 squre <br /> feet CBjorklund - too much of site for commercial , too isolated from rest of <br /> commercial - traffic patterns within site could cause traffic hazards. Madden - <br /> doesn't conform to Kenzie Terrace Task Force conception of only housing for this <br /> area because commercial might compete with existing merchants.) <br /> • Voting on the amendment: <br /> Aye: Madden and Bjorklund. <br />
