w
CITY OF ST _ ANTHONY
• PLANNING COMMISSION MINUTES
( Summation of Motions )
October 21 , 1986
Meeting called at 7:30 P.M. by Chair Franzese.
Present for roll call : Hansen, Wagner, Franzese, Werenicz, Madden.
Absent: Jones and Bowerman.
Also present: Larry Hamer, Public Works Director (substitution for City Manager) .
APPLICATIONS ACTED ON BY COMMISSION
ROBERT PARMELEE REQUEST FOR SETBACK VARIANCE FOR 2501 PAHL AVENUE N.E.
Request: to expand existing 14 foot X 20 foot attached garage to a 20 foot X
20 foot double garage to within 19 feet of alley setback;
to extend existing breezeway six feet west to bring it into alignment
with garage structure.
Proponents: Mr. Parmelee and neighbor Donald Kraft (2504 St. Anthony Boulevard)
-telephone message-.
• Opponents: none.
Staff input: ordinance setback requirements for eaves apply only to outbuildings
and not to major structures.
Commission Recommends Approval with Conditions
Motion by Werenicz, seconded by Hansen to recommend the Council grant an 11 foot
variance to the Ordinance requirement for 30 foot sideyard- setbacks to Robert L.
Parmelee which would allow him to add another stall to the existing attached garage
and to extend the existing breezeway on the home at 2501 Pahl Avenue N.E. six feet
further west to bring it into alignment with the garage, on the conditon that:
1 . The five foot, three inch gap between the garage and the building used for
storing automobiles the owner renovates and collects, be maintained with con-
struction and afterwards by removing the overhang on the outbuilding, if
necessary; and
2. The pickup truck parked on the property be disposed of.
In recommending the variance be- granted the Commission finds that:
a. the applicant had answered all three questions in the application in the
affirmative as required by statute;
• b. there was no one present during the hearing who spoke in opposition to the
variance and staff reported receiving no calls for or against the request
prior to the hearing,
