1 In response to the Commission concerns about whether the ponding area <br /> 2 would provide adequate drainage for the area, Mr. Childs suggested <br /> 3 their recommendation be made subject to the City reviewing all <br /> 4 drainage and utility plans. <br /> 5 He also indicated a traffic engineer would be consulted within the <br /> 6 next two weeks regarding the adequacy of the access road to the <br /> 7 project off Kenzie Terrace so the siting of the pedestrian signal <br /> 8 could be finalized to meet CDBG funding deadlines. <br /> 9 <br /> 10 The hearing was closed at 8: 30 P.M. for the following motion: <br /> 11 Motion by Wagner, seconded by Werenicz to recommend to the Council <br /> 12 that the Planned Unit Development Concept and Detailed Plan, adopted <br /> 13 in November, 1986 , for the final phases of the Kenzie Terrace <br /> 14 Redevelopment Project be amended to accept the site plans dated <br /> 15 November 3 , 1987, which were presented by the Gaughan Companies during <br /> 16 the Commission' s November 4 , 1987 hearing to include the setback <br /> 17 variance plans and to grant a four unit per acre density variance for <br /> 18 the revised site plan which provides for 28 units per acre where the <br /> 19 Zoning Ordinance requires 24 and a 7 foot height variance to the <br /> 20 City' s Ordinance provision for buildings no higher than 35 feet, which <br /> 21 would allow the proposed structures to be a little over 42 feet high <br /> 22 from grade to roof peak. <br /> *3 The Commission further recommends that: . <br /> 24 *the Council stipulate that drainage and utility features of the <br /> 25 plan be reviewed by the City before finalization; <br /> 26 *a traffic specialist be consulted to assure adequate and safe <br /> 27 vehicle facility access to the project; <br /> 28 *the August plans dealing with basic structure exteriors and grade <br /> 29 elevations, which were not included in the Commission agenda <br /> 30 packet become a reference for final approval. <br /> 31 The Council is also recommended to adopt the following additions to <br /> 32 the plans: <br /> 33 *a second access for emergency vehicles through the parking lot as <br /> 34 proposed by the developers; <br /> 35 *City Ordinance prohibition of unnecessary storage on balconies; <br /> 36 <br /> 37 *walkways from Coolidge Street and from Kenzie Terrace through the <br /> 38 project to the shopping center as proposed by the developers for <br /> 39 the convenience of the area residents; <br /> 40 *a restriction of construction between 7 : 00 P.M. and 7: 00 A.M. to <br /> �1 avoid unnecessary disruption of the neighborhood. <br /> 4 <br />
