The Planning Commission further recommends that the following conditions
be imposed on the granting of this variance:
a. The temporary canvas lettering proposed to be put up when the sign
band is installed on the fascia sometime around April 1, 1989 to
identify those tenants who have not yet signed up for permanent
signage would be allowed to remain on the sign band only three months
after completion of the sign band.
b. All current signage on the building fascia including underhanging
signs and wall signs will have to be removed with the installation of
the new sign band.
c. All sign lighting except that on the pylon sign and the tenant
directory will have to be turned off at midnight.
d. The variance is valid for a period of 24 months from date of approval
after which time it becomes invalid if the project is not started.
In recommending this variance be granted, the Planning Commission finds
the following special circumstances support the variance request:
1) The shopping center fronts on both Highway 88 and Kenzie Terrace but
no identification of the center or its tenants is currently available
on Kenzie Terrace.
2) The center buildings have their backs on Kenzie Terrace, further
screening their visibility.
3) The 39.5 square foot directory when coupled with the 260 square foot
pylon sign is still less than the center would be allowed if there
were a pylon sign only.
4) No calls either for or against the variance were received by staff
prior to the hearing and there were no expressions of opposition
during the hearing.
' 5) The three conditions required to be met have been met in this
request.
In recommending that this variance be granted, the Planning Commission
wishes to go on record as commending the owners for making these long
overdue improvements to the St. Anthony Shopping Center.
Mo ion carried unanimously.
Mr. DiSanto advised that another appointment in another city would
prevent his ,attendance at the Council meeting where the Commission
recommendation would be presented, but indicated Mr. Johnson would be
going in his stead.
• 11
