I *told the Commissioners he and his wife liked St. Anthony and wanted
Wto keep their business in the Village;
*reported they were putting together a franchise to go nationwide with
the non-alcoholic lounge concept and would want to make the new lounge
a prime example of what could be accomplished with that concept;
*said he perceived that not only the owners would benefit by upgrading
the new establishment, but the whole community would now be offered
the "best of all worlds in recreational alternatives" with this non-'
alcoholic lounge and the City's liquor operation which is second to
the most successful in the state.
it When Commissioner Werenicz asked the applicant what type of security
he had at his previous location, Mr. Slick told him the establishment
only had a few rules but they were so stringently enforced that he had
never needed to hire outside security. He said the only incident of a
disagreement which had arisen in the five and a half years he had been
in the other shopping center had been over a pool table which had been
settled immediately by four other customers in the lounge at that time.
Mr. Slick reported that his clientele had always followed the
establishment's direction to "treat the lounge like their own living
rooms". He said the average age of his customers was between 30 and
35 years and no one under 18, even if accompanied by an adult, was
allowed in the establishment.
No alcohol or drugs or persons under the influence are allowed on the
premises, according to the applicant, even the bands who play there
on weekends are given to understand that if they can't play for four
hours without using, they needn't bother to show up at all.
Mr. Slick assured the Commissioners that if the increased capacity
created problems which couldn't be handled internally, he certainly
wouldn't hesitate for a minute to hire as much security as would be
necessary. Commissioner Werenicz indicated he perceived the
establishment's past history in that area spoke for itself.
The proponent reported the lounge would continue to be open from 9:00
P.M. to midnight, Monday through Thursday, and from 4:00 P.M. to 1:00
A.M. on Fridays and Saturdays when they have a band playing. A disc
jockey program is planned for Wednesday nights which would be over by
midnight. The owners plan to continue to be open on Sundays from noon
to 6:00 P.M. only during the football season.
Mr. Slick told the Chair he wanted to be in and operating the new
establishment by March 3rd. He told Commissioner Brownell they would
not be taking all the vacant space in that building because he
understood there were still between 28,000 and 30,000 square feet left,
including the loading dock area on the southwest side. There would
be new bronzed double doors into the establishment close to the
• 3
