A boathouse as addressed in the <br /> 7 . proposed ordinance simply refers to a garage for a boat, and it must be located <br /> 8 75 feet from the shoreline. <br /> 9 <br /> 10 Commissioner Franzese inquired whether the proposed ordinance might include <br /> 11 a water quality provision. City Manager Burt replied that he 'and Council <br /> 12 Member Enrooth are working together to draft a water quality ordinance, and <br /> 13 are waiting to receive a copy of Eagan's water quality ordinance for use as a <br /> 14 guideline. <br /> 15 <br /> 16 Commissioner Faust asked why advance approval of the Rice Creek Watershed <br /> 17 District was not mentioned in the proposed ordinance. City Manager Burt <br /> 18 replied that the City wished to maintain the ultimate authority of the City Council <br /> 19 and the Planning Commission, and that the Rice Creek Watershed District <br /> 20 would be in a position of making recommendations to the Commission and the <br /> 21 Council regarding any requests. <br /> • 22 <br /> 23 PUBLIC HEARING: <br /> 24 <br /> 25 Chairman Madden opened the public hearing at 8:52 p.m. <br /> 26 <br /> 27 Doug Jones, 2505 Silver Lane, spoke in favor of the proposed zoning district. <br /> 28 He stated that the proposed ordinance will not only serve to clarify building and <br /> 29 remodeling regulations for those purchasing older lake homes, but will protect <br /> 30 the shoreline by prohibiting overbuilding. <br /> 31 <br /> 32 The public hearing was closed at 8:55 p.m. <br /> 33 <br /> 34 Commissioner Gondorchin asked Commissioner Faust, member of the Silver <br /> 35 Lake Committee, for his opinion of the proposed ordinance. Commissioner <br /> 36 Faust commented that making a change of this magnitude will create <br /> 37 consternation on the part of some of the lake residents simply because it is a <br /> 38 change. He hoped that common sense would prevail in allowing people to <br /> 39 replace deteriorating structures, although he did not foresee much additional <br /> 40 building taking place. He stated that passing the proposed ordinance would <br /> 41 be the correct thing to do in order to protect water quality, under the <br /> i <br />
