1 PLANNING COMMISSION <br /> MAY 19, 1992 <br /> 0 PAGE 18 <br /> 4 <br /> 5 <br /> 6 A third proposal will be presented on May 20th. <br /> 7 <br /> 8 The City Manager has repeatedly explained the limitations <br /> 9 the City has regarding the use of public funds for this <br /> 10 project as well as the responsibility the Council and the <br /> 11 staff has to protect the City from any risk. <br /> 12 <br /> 13 Staff has presented five different suggestions as to how <br /> 14 this project could be done. One of the options was to <br /> 15 issue bonds . <br /> 16 <br /> 17 8 . COMMISSIONERS ' COMMENTS <br /> 18 <br /> 19 Commissioner Madden inquired if the sodding on the inlet to <br /> 20 Mirror Lake will be completed. The City Manager advised that <br /> 21 it is scheduled to be done very soon. <br /> 22 <br /> 23 The City Manager stated that the Macalaster Project Hearing <br /> 24 has taken place and that Ramsey County is funding $380 , 000 . <br /> 25 <br /> 26 The project is fully funded and three-quarters of the funds <br /> are invested in property. The only drawback in this project is <br /> that it will be in a different tax category and the property <br /> taxes will decrease. <br /> 30 <br /> 31 The subcommittee on the Sign Ordinance, which included <br /> 32 Chairperson Faust , Commissioner Franzese and Commissioner <br /> 33 Gondorchin, have completed their work. The final draft of the <br /> 34 ordinance with the subcommittee' s suggestions will be prepared <br /> 35 by Dave Urbia. <br /> 36 <br /> 37 Chairman Faust felt the Police Department should be made aware <br /> 38 of the ordinance requirements so they can participate in its <br /> 39 enforcement . He did not feel that the Public Works Director <br /> 40 should be expected to enforce it by himself . <br /> 41 <br /> 42 9.
