He gave <br /> 9 the example of Monarch which is adjacent to railroad tracks . <br /> 10 He felt if this business were to change the property would <br /> 11 still never attract residential property owners . <br /> 12 <br /> 13 Commissioner Murphy suggested that to view this in an economic <br /> 14 sense should include what the project may do to increase the <br /> 15 value of neighboring properties . <br /> 16 = <br /> 17 Commissioner Madden observed that the moratorium expires in <br /> 18 August of 1992 , but can be extended six months . He also <br /> 19 observed that the South End Task Force was heavily weighted <br /> 20 with property owners who reside or own property in that area . <br /> 21 <br /> 22 Commissioner Franzese noted it was unfortunate that some <br /> 23 member of the Planning Commission did not serve on .the ' Task <br /> 24 Force and that members of the Planning Commission did not have <br /> 25 an opportunity to discuss this matter with the planner from <br /> 26 BRW. She felt some of the questions being asked tonight could <br /> 27 have been answered by the planner . <br /> 0 Com-nissioner Gondorchin again stated he feels the Commission <br /> 30 needs more data to make a reasonable recommendation . He also <br /> 31 addressed some material which suggested that the Rosie ' s <br /> 32 Restaurant and Good Luck Cafe properties had been recommended <br /> 33 for from two to five lots . He feels a clarification is needed <br /> 34 on this matter . <br /> 35 <br /> 36 The Chairman felt the expansion of the service station was a <br /> 37 mute point at this time . The owner can expand when the <br /> 38 moratorium is lifted and the current zoning is commercial so <br /> 39 there probably will not be a need for a variance . He <br /> 40 questioned if this matter is pertinent to the discussion and <br /> 41 whether is was really the business of the Planning Commission . <br /> 42 <br /> 43 The owner of the service station , Roger Bona, stated he has <br /> 44 inmproved the appearance of his. property significantly over <br /> 45 the years . He is very much concerned with the appearance of <br /> 46 his property as well as the appearance of the surrounding <br /> 47 areas . He recognized that this is the gateway to the City and <br /> '4 8 feels it needs a considerable amount of improvement , <br /> 49 especially aesthetically . Mr . Bona stated he wishes to avoid <br /> 50 any conflict regarding his property and is a " team" player in <br /> 51 this matter . He offered to leave the meeting if this were the <br /> 52 desire of the commissioners .. <br />
