1 PLI-NNING COMMISSION <br /> JUNE 16 , 1992 <br /> PAGE . 6 <br /> 4 <br /> 5 <br /> 6 <br /> 7 situation in that some residents do not want a commercial <br /> 8 zoning yet if it were zoned residential some one would have to <br /> 9 live on a busy street across from the fire station and the <br /> 10 liquor store . <br /> 11 <br /> 12 Mr . Bona suggested that this may be an opportunity for private <br /> 13 investment where people could develop private enterprise which <br /> 14 would be "quiet " businesses . <br /> 15 <br /> 16 <br /> 17 B. Concept Review - Hospice in a Residential Zone <br /> 18 <br /> 19 Staff has been contacted by the owners of a hospice regarding <br /> 20 the potential of placing one of these facilities in St . <br /> 21 Anthony. Presently, this type of facility would be allowed <br /> 22 under R-3 and R-4 zoning but not in R-1 or R-2 . <br /> 23 <br /> 24 Chairman Faust observed that the proposed Housing Maintenance <br /> 25 Code Ordinance is recommending no more than five unrelated <br /> 26 people could reside in the same house. <br /> Commissioner Gondorchin stated he would be opposed to this <br /> 9 type of facility in an R-1 or R-2 zone in light of the <br /> 30 possible parking problems , twenty-four hours traffic <br /> 31 disturbances and the winter parking rules . He felt many <br /> 32 allowances would have to be made to accommodate this type of <br /> 33 facility. <br /> 34 <br /> 35 The Chairman inquired what affect the traffic from the nearby <br /> 36 nursing home has on the area near Commissioner Madden ' s home . <br /> 37 Commissioner Madden responded there is incredible traffic <br /> 38 twenty four hours each day . He noted that most the vehicles <br /> 39 are owned by employees of the nursing home . <br /> 40 <br /> 41 Commissioner Franzese recognizes the need for this type of <br /> 42 facility .and felt it could be built on some vacant land in the <br /> 43 City. She suggested the vacant land adjacent to the <br /> 44 Kenzington . Commissioner Gondorchin stated he agreed that this <br /> 45 suggestion may be a viable option . <br /> 46 <br /> 47 A11 members of the Planning Commission agreed this type of <br /> 48 facility should be located in a R-3 or R-4 zone. Their <br /> 49 concerns were with traffic , parking and the requirement of <br /> 50 five related persons which is being suggested in the proposed <br /> 51 ordinance . Chairman Faust requested an opinion be gotten from <br /> 52 the City Attorney on this matter . <br />
