PLANNING COMMISSION MEETING
OCTOBER 20 , 1992
PAGE 16

been discussed but it could be considered. Commissioner Murphy
suggested an exercise station could also be added. Mr. Hanson
felt this equipment could be an easy target for vandalism.

Commissioner Gondorchin observed that the two little league
softball diamonds could be made available for men ' s softball
with some shifting.

Chairperson Faust inquired if there are many complaints from
neighboring property owners regarding activities at_ the park
as it is presently being used. The City Manager responded that
complaints are received about youngsters ' behavior and the
lights on the tennis courts being on late into the evening. He
felt these concerns as well as others would be addressed in
the survey. Opportunities for active and passive activities
should be considered in view of the fact that twenty percent
of the population of the City is over sixty five years old.

Commissioner Madden felt the Planning Commission has not had
enough time to study the , proposal to make a recommendation
tonight . Chairperson Faust stated that he does not view the
Planning Commission as the approving authority in this case .
Mr. Hanson advised that the funds have to be donated by
December 31st of this year or the Sports Boosters will -have to
pay taxes on the remaining amount .

The City Manager felt there was ample time left to study the
proposal without making a recommendation at this point . There
will be focus groups to view the results of the survey and
define what people are interested in having in Central Park.
He recommended that the City does not rush into this without
a bigger plan and suggested more thought be put into community
needs .

Commissioner Murphy inquired if the funds have to be actually
turned over to project or do the Sports Boosters only have to
commit the funds to the project by December 31st .

Mr. Hanson responded that the School Board must receive the
money to expand the athletic facilities in Central Park .

Commissioner Murphy said he sees no problem from a long -term
planning strategy to recommend approval .
