Rezoning of Properties in Kenzie Terrace Moratorium Area <br /> 7 From Commercial ( "C" ) to Single Family Residential ( "R- <br /> 8 1 „ ) <br /> 9 <br /> 10 The public hearing was opened by Chairperson Faust at 7 : 37 <br /> 11 p.m. <br /> 12 <br /> 13 The Chairperson advised that the public hearing had been <br /> 14 called to consider the proposed rezoning from "C" to "R-1" in <br /> 15 the area north of the proposed new intersection at Kenzie <br /> 16 Terrace which is currently the 2905 Kenzie Terrace area, 2700 <br /> 17 Coolidge Street and 2715 Coolidge Street . The publication <br /> 18 requirements for the .public hearing had been met . <br /> 19 <br /> 20 Management Assistant Urbia briefly reviewed the history of <br /> 21 this proposed rezoning. He noted that the Planning Commission <br /> 22 had recommended to the City Council that the most appropriate <br /> 23 use was single family residential . <br /> 24 <br /> 25 The Planning Commission also reviewed a proposal to amend the <br /> 26 St . Anthony Comprehensive Land Use Plan regarding this area. <br /> The Commission recommended to . the City Council that the <br /> Comprehensive Land Use Plan be amended as proposed. <br /> 29 <br /> 30 The Metropolitan Council approved the application for the <br /> 31 proposed amendment . The City Council approved the proposed <br /> 32 amendment at its September 8 , ;1992 Council Meeting. <br /> 33 <br /> 34 Commissioner Madden observed that the Planning Commission had <br /> 35 been requested to really focus on a very narrow portion of the <br /> 36 area. He also noted that he had heard that the Kenzington <br /> 37 Condo Division was going through a bankruptcy and the <br /> 38 development may be taken over by Resolution Trust . He <br /> 39 recalled that a medical facility had been part of the original <br /> 40 development for vacant site in the area. <br /> 41 <br /> 42 The City Manager stated that_ Resolution Trust does own a <br /> 43 portion of the development which is not owner-occupied. <br /> 44 Resolution Trust is a group of attorneys who manage <br /> 45 properties . Back taxes have been paid. <br /> 46 <br /> 47 He noted that the present ownership of the vacant site is <br /> 48 still in question so that the future use or development has <br /> 49 not been determined. The question of ownership is between Meta <br /> 50 and Resolution Trust . <br /> • <br />
