1 PLANNING COMMISSION MEETING <br /> NOVEMBER 17 , 1992 <br /> PAGE 5 <br /> 4 <br /> 5 <br /> 6 the potential for the City to lose approximately $15, 000 with <br /> 7 this particular situation could be a problem. <br /> 8 <br /> 9 A private developer has not been selected for this specific <br /> 10 site. Urbia advised that staff has to develop standards and <br /> 11 criteria to be met by a developer. He noted that in all <br /> 12 instances the staff will attempt to minimize the City' s <br /> 13 losses . <br /> 14 <br /> 15 Commissioner Franzese noted she has concern with the standards <br /> 16 used-to label a structure as "blight . " Commissioner Gondorchin <br /> 17 feels the house is definitely substandard and is supportive of <br /> 18 attempts to upgrade this property. He also noted that is a <br /> 19 rental property and will remain rental property if left in its <br /> 20 present state. <br /> 21 <br /> 22 Chairperson Faust questioned whether this property had been on <br /> 23 the market long enough to establish it as a problem. He <br /> 24 recalled where Advanced Designs had purchased property in the <br /> 25 City and built two very nice homes . There was no need for City <br /> 26 involvement with this firm. <br /> 27 <br /> Discussion continued regarding contacting developers about <br /> potential building sites where substandard housing is <br /> 30 presently located . It was felt this may be more advisable to <br /> 31 try before the City actually gets involved with acquisitions <br /> 32 and demolitions . <br /> 33 <br /> 34 Motion by Madden, second by Franzese that the Planning <br /> 35 Commission recommends to the St . Anthony HRA that the <br /> 36 acquistion of the substandard house and land at 3112 Silver <br /> 37 Lake Road be deferred until the market place has had an <br /> 38 opportunity to find if it is saleable , or saleable at a <br /> 39 reduced price, and if , at a later date, the St . Anthony HRA <br /> 40 finds out it is not saleable, to pursue acquisition, and the <br /> 41 City actually pursue a developer for the available property. <br /> 42 <br /> 43 Motion carried unanimously <br /> 44 <br /> 45 <br /> 46 C. Concept Review - Additional Frontaae Sian for 2808 <br /> 47 Anthony Lane South <br /> 48 <br /> 49 No background material was received regarding this matter <br /> 50 so it was removed from the agenda. <br />
