PLANNING COMMISSION MEETING
MARCH 16 , 1993
PAGE 6

Commissioner Murphy suggested that staff should be making the
ordinance user-friendly as it appears not to be designed for
the business community. He felt staff should recommend the
ordinance be modified or they should be directed to enforce
what is presently on the books .

Commissioner Madden felt that the comprehensive sign ordinance
was totally ignored and swept under the rug regarding the
signage at Stop-N-Shop.

Commissioner Murphy inquired what procedure is followed by
staff when a sign request is received which is not covered by
the sign ordinance . Urbia responded that the Zoning
Administrator decides and interprets the ordinance.

Commissioner Murphy felt the intent of the Planning Commission
regarding this matter was to avoid a rubber stamping approval
of signs not addressed in the ordinance. He feels this needs
more interpretation and enforcement .

Urbia noted that the City Manager is responding to direction
from the City Council . Commissioner Murphy suggested that the
City Council has a different philosophy than the Planning
Commission on this matter .

Chair Faust requested that the Zoning Administrator attend a
Planning Commission Meeting to discuss the City Council
philosophy regarding the sign ordinance and the definition of
new terms in the ordinance.

C. Parkincj Ordinance

Chair Faust inquired if there is anything new to report on the
parking ordinance. Urbia responded as far as he knows there is
nothing new.

Commissioner Franzese advised that at the March 2nd Council
work session the City Manager requested the City Council to
discuss any further feelings towards the proposed parking
ordinance . The Council did not feel an ordinance would be
appropriate as the problem has addressed itself , probably from
further awareness by exposure in the media .

Commissioner Gondorchin took exception to this conclusion and
feels the ordinance should be further explored.
