ST. ANTHONY COMPREHENSIVE PLAN. <br /> 6 a. Larry Hamer, Public Works Director <br /> 7 Chair Bergstrom welcomed Larry Hamer, Public Works Director. He explained the Planning <br /> 8 Commission has been meeting with the City's Directors to discuss issues they feel need to be <br /> 9 addressed for the next revision of the Comprehensive Plan. <br /> 10 Mr. Hamer explained that the water supply for St. Anthony is very adequate, and the reports <br /> 11 from the Department of Natural Resources show there is no need for additional wells. Mr. <br /> 12 Hamer explained that repair and replacement would be necessary if a well required it, and <br /> 13 water mains throughout the City may need some replacement due to age and condition. He <br /> 14 continued that the City has two filtration units for iron removal and GAC plant, which are <br /> 15 very effective in the processing of potable water. <br /> Mr. Hamer explained that the sanitary sewer system requires ongoing maintenance. He stated <br /> that sanitary sewers are completed in the City, and are on a four to five year maintenance <br /> 18 schedule. <br /> 19 Mr. Hamer explained that the storm sewer system in District 6 floods extensively. Discussion <br /> 20 was held on the specific location of District 6. Mr. Hamer explained that District 6 outfall <br /> 21 was behind the Northgate Motel, and after a hard rain there has been about six inches of <br /> 22 water that flowed down Highway 88 to the main storm sewer which goes to the Mississippi <br /> 23 River. He explained that it was designed to pipe water away from the location quickly with <br /> 24 a low spot for minor retention. Mr. Hamer explained they are continuing to try to improve <br /> 25 the flooding, and have spent monies for additional piping. He stated that the rainfall estimates <br /> 26 may have been low, and the system was designed for a 5 to 10 year storm instead of a 100 year <br /> 27 storm. He stated that research has been done on increasing the size of pipe located on <br /> 28 Broadway, and they obtained a storm sewer report from Barr Engineering, but the report <br /> 29 suggests that the improvements outlined are not cost effective. He suggested that at least the <br /> 30 trailer court, if it is ever redeveloped, that it has a retention basin on-site to retain their own <br /> 31 water. <br /> 32 Commissioner Horst inquired what are the specific problems in District 6. Mr. Hamer replied <br /> 33 that there is more water retained in District 6 than can be handled. He stated that corrections <br /> 34 are being implemented in the new system, but existing system changes are more difficult. He <br /> 35 stated the areas of 29th Avenue NE and Silver Lake Road, Pahl Avenue and Wilson Street, <br /> �6 32nd Avenue NE and Edward Street, 29th Avenue NE and Roosevelt Street and Johnson's <br /> 4W Greenhouse at 33rd Avenue NE and Edward Street in the backyards, but retaining walls have <br /> 38 been built by individual property owners to protect their own properties and it has helped. <br /> 39 <br />
