Planning Commission Regular Meeting Minutes <br /> November 19, 1996 <br /> • Page 2 <br /> 1 VI. PUBLIC HEARINGS. <br /> 2 A. Conditional Use Permit, Milliam-Magnuson VFW,(9L-18 . <br /> 3 Ms. Moore-Sykes reported this request was withdrawn by the applicant on November 15, 1996. <br /> 4 B. Variance for R-1 Lot Width, 3216 32nd Avenue N.E. <br /> 5 Chair Bergstrom opened the public hearing at 7:13 P.M. <br /> 6 Ms. Moore-Sykes reported Thomas A. Brama,potential buyer of 3216-32nd Avenue N.E., is <br /> 7 requesting a lot width variance of 7 lineal feet so that he can complete the purchase of this R-1 <br /> 8 lot. It is his intention to demolish the current structure and rebuild a contemporary residential <br /> 9 structure that will conform with those in the surrounding neighborhood. He indicated to Staff <br /> 10 that once the home is built, he and his family intend to reside there. <br /> I I The site plan submitted to Staff indicates that the structure will be built within the setbacks as <br /> 12 required by the City Zoning Ordinance and impervious surfaces are well within the lot coverage <br /> 13 requirement. The lot is 9,129 square feet, which conforms to the City Ordinance regarding the <br /> 14 size of an interior lot. In reviewing the plat map of the area, a great majority of the R-1 lots <br /> 15 along 32nd between Silver Lake Road and Rankin Road are between 50 and 68 feet wide. <br /> Ms. Moore-Sykes reported Staff is recommending approval of the lot width variance request of 7 <br /> lineal feet for the following reasons: <br /> 18 1. The insufficient width of this lot makes it non-conforming and thereby creates a hardship <br /> 19 for an interested buyer of this property. <br /> 20 2. Neighboring lots have front footages that range from 50 feet to 68 feet and were platted <br /> 21 before the City's Zoning Ordinances were codified. <br /> 22 3. Without this variance, Mr. Brama would not be able to build his home on this R-1 lot, <br /> 23 thus preventing him from redeveloping this lot into its best and most reasonable use. <br /> 24 4. The variance; if approved would not alter the essential character of the neighborhood. <br /> 25 Chair Bergstrom asked if a survey had been done of this property. <br /> 26 Ms. Moore-Sykes stated the county map indicates this is a short lot, 68 feet, as are most of the <br /> 27 lots in this area. <br /> 28 Mr. Thomas Brama, 1811 Long Lake Road, stated he had grown up in St. Anthony and now lives <br /> 29 in New Brighton. His children attend Wilshire Park School and he and his wife would like to <br /> 30 move into the school district. He noted the existing structure is 23 feet by 24 feet and the only <br /> 31 option available is to demolish the structure. He noted the proposed home will meet all the <br /> 32 setback requirements. <br /> 0 Commission Franzese commented that this was a nice looking home. Commissioner <br /> 34 Gondorchin asked who would be building the home. <br />
