Planning Commission Regular Meeting Minutes
July 15, 1997
• Page 9
1 Chair Bergstrom asked if specific language needed to be incorporated into the Comprehensive
2 Plan Update to state the intentions of St. Anthony. He stated the current language appeared to
3 be fairly equivocal.
4 Ms. Rhees agreed that the language may need to be more definitive to express that St.
5 Anthony does not support the projections of the Metropolitan Council.
6
7 Commissioner Gondorchin stated the prospect of redesigning the southern area of the City to
8 include a combination of residential and commercial was attractive and desirable. He did not
.9 believe that the gateways to the City had to be located exactly on the City boundaries. He
10 noted the industrial area on the southeast end of the City and asked if there were any changes
11 proposed for that area. He noted the area lacked identification.
12 Mr. Weber stated that area was stable and functioning well. He agreed that it is confusing
13 where City boundaries occur in that area.
14 When asked if a walking path was included in the redesign of Central Park. Mr. Wagner
15 responded that a walking path is on the agenda of the Parks Task Force.
16 Mr. Weber stated he would present the Draft Plan to the City Council on July 22 with the
hope that the City Council will grant preliminary approval. The Draft Plan will then be
0'8 submitted to the Metropolitan Council for approval within 60 days. A Public Hearing will
19 then be held and the City Council will adopt the Comprehensive Plan Update.
20 Chair Bergstrom thanked Task Force members for all their efforts.
21 Commissioner Franzese asked when the appendix would be available.
22 Ms. Rhees stated the appendix would be mailed to the City Council within 3-4 weeks.
23
24 2. Amendment to the Zoning Ordinance re: Professional/Medical Buildings - Definition
25 and Allowable Uses, Signage.
26 Ms. Moore-Sykes reported two proposed revisions to the City's Zoning Ordinance regarding
27 professional and medical buildings had been forwarded to City Attorney on June 25, 1997.
28 This issue came as a result of the Wirth Companies request to allow medical laboratories in
29 the Apache Medical building. The Ordinance states that labs are only allowed in the Light
30 Industrial Zoning District; the Apache Medical building is in the Commercial District.
31 Shortly after that request, the City received a request from the Wirth Companies to put several
32 wall signs on the south side of the building. Their attorney, Doug Berg, has drafted a sign
33 plan and a proposed sign ordinance for professional and medical buildings.
The current Ordinance has no definition or listed use for medical/professional buildings.
5 Several communities have addressed this situation as a permitted conditional use or an
36 allowed use in an industrial area.
