Planning Commission Regular Meeting Minutes <br /> • May 19, 1998 <br /> Page 11 <br /> 1 Chair Bergstrom suggested that part of the solution with the Point-of-Sale Ordinance may be that <br /> 2 the City offer assistance in finding funds for the people who do not have the financial resources. <br /> 3 Commissioner Gondorchin suggested a short term loan which the City would get back when the <br /> 4 house was sold and the funds could be placed back in the City account. <br /> 5 There was Commission consensus to encourage the Point-of-Sale Ordinance as long as it was <br /> 6 connected to a safety net for people who genuinely were unable to finance the repairs. <br /> 7 VIII. COMMENTS. <br /> 8 Commissioner Gondorchin asked for an update on Apache Plaza. <br /> 9 Ms. Moore-Sykes stated she was not aware of any activity. She confirmed there had been talk of <br /> 10 negotiations with Wa1Mart but that has since ceased. <br /> 11 Commissioner Gondorchin noted Carrie Luther's comment in the Board of Review meeting <br /> 12 minutes that "there are only a few spots in St. Anthony where property values are decreasing". <br /> 13 He suggested that the City concentrate on these areas now. <br /> Commissioner Kaczor reported his attendance at a recent Villagefest meeting. The activities are <br /> 01 moving along. He also noted his attendance at a concert in the Great Hall and reported that <br /> 16 someone had asked why the Great Hall could not be rented out. <br /> 17 Ms. Moore-Sykes noted that no alcohol is allowed on City property and this deters many of the <br /> 18 people who ask about rental. <br /> 19 Commissioner Horst reported that the bakery at the St. Anthony Village Shopping Center has <br /> 20 been replaced with a new bakery called the Mill City Sour Dough Bakery. The business is <br /> 21 largely wholesale with some retail which will be opening soon. The Family Dollar Store has left <br /> 22 the Center after its third robbery. <br /> 23 Commissioner Horst commented on the feasibility of the St. Anthony Shopping Center. He <br /> 24 stated his business is enjoying its biggest month ever. He did not see an effect from the Quarry <br /> 25 Center and stated that the economic viability of the Center cannot be written off. <br /> 26 Chair Bergstrom stated that the Planning Commission was commissioned by the City Council to <br /> 27 determine the implementation of the Comprehensive Plan. He noted that the Plan intentionally <br /> 28 lacks a certain specificity and suggested that the Commission have a separate discussion on this <br /> 29 issue in a work session format. <br /> There was Commission consensus to discuss implementation of the Comprehensive Plan in a <br /> work session on July 16, 1998 at 6:00 P.M. <br />
