Planning Commission Regular Meeting Minutes <br /> • June 16, 1998 <br /> Page 4 <br /> 1 He asked that the Commission consider his request. <br /> 2 Chair Bergstrom asked when Krause/Anderson had begun to market the site. <br /> 3 Mr. Warner stated the site has been actively marketed since June of 1997. <br /> 4 Chair Bergstrom closed the public hearing at 7:21 P.M. <br /> 5 Commissioner Horst stated he would decline discussion or voting on this issue due to his <br /> 6 relationship with Mr. Alvitd. <br /> 7 Chair Bergstrom noted that Mr. Johnson has indicated that the Shopping Center is for sale. <br /> 8 Commissioner Horst stated this sale would include the entire shopping center with the exception <br /> 9 of the liquor store and the fire station. <br /> 10 Chair Bergstrom noted that the City is in the process of hiring a Planning Consultant to study the <br /> 11 whole south area of the City. If a conditional use permit is granted it may include a condition <br /> 12 related to expiration. Bergstrom stated that personally he was concerned with keeping a viable <br /> entity, especially a technological employer, in the community. He was inclined to vote in favor <br /> of granting the conditional use. <br /> 15 Commissioner Gondorchin stated that he was much more concerned about the potential conflict <br /> 16 with the redevelopment plans for the south end of the City. He noted that Mr. Alvitd proposes to <br /> 17 lease the property with the option to purchase after five years and there is a possibility that the <br /> 18 redevelopment plan will call for that property to be leveled. He suggested that the conditional <br /> 19 use permit not be granted unless it was for a very short period. <br /> 20 Chair Bergstrom stated that he agreed and suggested that the conditional use permit expire in five <br /> 21 years. <br /> 22 Commissioner Gondorchin asked if the knowledge that in five years there may not be an option <br /> 23 to purchase the property and that the lease money had not been applied to the purchase of the <br /> 24 building would diminish Mr. Alvitd's interest in the building. <br /> 25 Mr. Alvitd stated this would be contrary to the papers which he has signed with <br /> 26 Krause/Anderson. <br /> 27 Mr. Warner noted that the benefit of this agreement to Mr. Alvitd is that his capital could be <br /> 28 better spent to expand his business at this time, rather than spent on the physical building. In five <br /> years, he would be offered a discounted purchase price on the building based on the rent money <br /> injected, at a purchase price already agreed upon. <br />
