Planning Commission Meeting Minutes <br /> August 17, 1999 <br /> Page 2 <br /> • <br /> 1 In May of this year, Staff was informed by Mendota Homes that the scope of the project had <br /> 2 changed, and that single-level townhomes were proposed for the site instead. Staff informed <br /> 3 Mendota Homes that a conditional use permit would be necessary, as well as replatting the lot to <br /> 4 accommodate the two proposed townhome lots and a 37-foot variance to the rear yard setback <br /> 5 requirement. <br /> 6 <br /> 7 Ms. Erin Mathern, as a representative for Mendota Homes, attended a concept review at the July <br /> 8 201 Planning Commission meeting. The City of Roseville has given approval for the project. <br /> 9 Morrison stated that Mendota Homes has filed the appropriate applications and Staff has not <br /> 10 received any public comments. <br /> 11 Stille questioned the conditions that a motion on this subject would need to include. Morrison <br /> 12 clarified that a motion would need to include all conditions and designations that the <br /> 13 Commission wished to impose on this project. <br /> 14 Tillman stated that she understood that Roseville wanted the last four townhomes separated from <br /> 15 the townhomes on the St. Anthony side, partly because of dispatching fire or emergency <br /> 16 situations. Morrison clarified that St. Anthony would probably respond to any 911 calls because <br /> 17 the City is closer to the project than Roseville. Tillman questioned whether appropriate <br /> • <br /> turnaround areas could be implemented into the project as a condition. <br /> 19 Chair Bergstrom introduced John Mathern, a representative from Mendota Homes, and invited <br /> 20 him to address the Commission. <br /> 21 <br /> 22 Mr. Mathern briefly reviewed the history of the project, siting that a 30-unit senior building had <br /> 23 originally been proposed to the Commission two years ago. After neighborhood meetings and <br /> 24 input from surrounding residents, Mendota Homes determined that 12 units of one-level town- <br /> 25 homes were better suited to the long, narrow site. Mr. Mathern reminded the Commission that <br /> 26 an asphalt parking lot in disrepair is currently on the St. Anthony side of the project. Mendota <br /> 27 Homes would remove the asphalt and there would be less ground coverage and more green <br /> 28 space. <br /> 29 <br /> 30 Mr. Mathern presented a drawing of the proposed townhome project and indicated that each <br /> 31 townhome would have a double-car garage and there would be additional guest parking. Each <br /> 32 townhome would have a different color for the building than the trim and two different roof <br /> 33 styles were shown. Additional landscaping would be provided that was not depicted on the <br /> 34 drawing in order to provide a shield for the residents in the Executive Condominiums. In short, <br /> 35 Mendota Homes is proposing to build a two-unit townhome in St. Anthony on a 13,000 square <br /> 36 foot site. Mr. Mathern added that he has received significant interest in the proposed project from <br /> 37 residents in the surrounding area. <br /> it Bergstrom inquired if restrictions would be imposed as far as residents modifying the outside of <br /> 39 the homes.
