Planning Commission Meeting Minutes <br /> August 17, 1999 <br /> Page 4 <br /> 1 Horst reviewed what Mr. Mathern had stated, but was concerned about the operation of the <br /> 2 Associations. Mr. Mathern felt the Associations were responsible and well organized. <br /> 3 <br /> 4 In short, Mr. Mathern felt that the proposed townhome project is important to the community, <br /> 5 particularly because the townhomes are one level and they would accommodate residents who <br /> 6 wish to stay in the community. It would also alleviate any concerns the City had about the <br /> 7 disrepair of the current asphalt in place. <br /> 8 Bergstrom thanked Mr. Mathern for his presentation. <br /> 9 Chair Bergstrom closed the public hearing at 7:44 p.m. and asked for discussion from the Com- <br /> 10 missioners. <br /> 11 Tillman asked for clarification about the conditional use of the property. Bergstrom stated that <br /> 12 the property is zoned as an R-4, but the request from Mendota Homes provides the Commission <br /> 13 an opportunity to impose conditions upon the property. <br /> 14 Tillman was concerned about access to the property for the fire department or emergency staff. <br /> 15 Bergstrom stated that the Fire Chief would need to be consulted for clarification. <br /> 0 Horst clarified that he felt there was value to the proposed project, but is concerned about the <br /> 17 justification for variances. <br /> 18 Bergstrom felt that the significant issue at hand was the rear and/or side yard setback variances. <br /> 19 Horst expressed that he felt more comfortable in finding a way to justify a variance as opposed to <br /> 20 changing the style of the townhome only for the St. Anthony side. <br /> 21 Bergstrom mentioned that the lot is an odd shape, and to compound the problem, there is a city <br /> 22 and county boundary on one side of the lot. That boundary would intimidate some developers <br /> 23 from attempting any project. Bergstrom reminded the Commission that the lot is currently in <br /> 24 disrepair due to the condition of the asphalt. <br /> 25 Stille agreed with Mr. Bergstrom and stated that there is more projected green space on the St. <br /> 26 Anthony side as opposed to the Roseville side. He mentioned that City Attorney William Soth <br /> 27 had alluded to the fact that the transaction would be difficult, but could be accomplished. <br /> 28 Motion by Bergstrom, second by Horst that the Planning Commission recommend approval of <br /> 29 the Mendota Homes proposal, including the Conditional Use Permit allowing an R-3 use in an R- <br /> 30 4 district with the following conditions: <br /> 1. The land to be subdivided would include two lots in St. Anthony in Hennepin County, <br /> 0 and 10 lots in Roseville in Ramsey County. <br /> 33 2. The developer would be required to provide a preliminary plat with sewer, water, ease- <br />
