-2- Mayor Sundland read the proclamation which declared November to be observed as Americanism Month in the City of St. Anthony and gave special recognition to "the continuing efforts in promoting American- ism" of the St. Anthony American Legion Post and Auxiliary #513;. Falldin American Legion Post and Auxiliary #555; and Millam Magnuson/ St. Anthony V.F.W. Post and Auxiliary #182 . Present to acknowledge that recognition and to witness the signing of the proclamation were Commander Don Herman and Rudy Carlson of Post #182 as well as #182 Auxiliary President Caroline Zappa and Barbara Gadbois . Doug Jones reported the minutes of the Planning Commission meeting held October 17, 1983. Judy Makowske , Commission Chair, was also present. Commissioner Jones indicated that, after a long period of questioning of the proponents , _ Michael and Charles Donatelle, the Commission had agreed unanimously to recommend the Council grant all three variances requested for the construction of an addition on the south side of the existing Donatelle Tool , Inc. building on Chandler Drive and Foss Road. He said siting the loading zones as proposed would provide better traffic patterns for the entire facility and providing land- scaping rather than blacktopping the' area along Foss Road for the required six parking spaces which might never be needed, had seemed more advantageous for the townhomes across the street. The Commissoner also noted that the majority of those who work in the plant live within walking distance of the facility . The Mayor complimented the Planning Commission for documenting the applicants ' willingness- to provide the required parking in the future if onsite parking becomes a problem, citing instances in the past where similar promises had been made and never kept. Councilman Marks indicated that when he makes his daily walk to work through the St. Anthony Office Park, he has noted that only about two or three days out of a year is all the parking which the City required be provided utilized and he concluded that the City may be requiring unnecessary parking where landscaping would have, provided a more aesthetic appearance. He then commented that he believed it had been a mistake to initially permit industrial development in that. ,-,-,- area hat: ,;,;area where there was such a conflict with residential, but once that was done, the Councilman said, there was no point in trying to back- track now. Commissioner Jones agreed, saying .the turning point had been the enlargement of the Blanske property. The Mayor indicated he perceived that had been a good decision, noting there had been little or no activity around that site since.. it had been expanded. . .Councilman Enrooth indicated he believed the Blanske. operation had .-provided a good buffer between industrial and residential in that .district,. and said he sees the Donatelle expansion as not detracting from the appearance of that neighborhood but rather cleaning it .up The Mayor reported that, when Councilman Ranallo had -called him to say • he could not be present that evening, he had also indicated•- he would have voted in. the affirmative for this proposal as presented. - Council- man Letourneau said he had no problem with granting the three variances.
