-2- <br /> Mayor Sundland read the proclamation which declared November to be <br /> observed as Americanism Month in the City of St. Anthony and gave <br /> special recognition to "the continuing efforts in promoting American- <br /> ism" of the St. Anthony American Legion Post and Auxiliary #513;. <br /> Falldin American Legion Post and Auxiliary #555; and Millam Magnuson/ <br /> St. Anthony V.F.W. Post and Auxiliary #182 . Present to acknowledge <br /> that recognition and to witness the signing of the proclamation were <br /> Commander Don Herman and Rudy Carlson of Post #182 as well as #182 <br /> Auxiliary President Caroline Zappa and Barbara Gadbois . <br /> Doug Jones reported the minutes of the Planning Commission meeting <br /> held October 17, 1983. Judy Makowske , Commission Chair, was also <br /> present. <br /> Commissioner Jones indicated that, after a long period of questioning <br /> of the proponents , _ Michael and Charles Donatelle, the Commission had <br /> agreed unanimously to recommend the Council grant all three variances <br /> requested for the construction of an addition on the south side of the <br /> existing Donatelle Tool , Inc. building on Chandler Drive and Foss <br /> Road. He said siting the loading zones as proposed would provide <br /> better traffic patterns for the entire facility and providing land- <br /> scaping rather than blacktopping the' area along Foss Road for the <br /> required six parking spaces which might never be needed, had seemed <br /> more advantageous for the townhomes across the street. The Commissoner <br /> also noted that the majority of those who work in the plant live <br /> within walking distance of the facility . <br /> The Mayor complimented the Planning Commission for documenting the <br /> applicants ' willingness- to provide the required parking in the future <br /> if onsite parking becomes a problem, citing instances in the past <br /> where similar promises had been made and never kept. <br /> Councilman Marks indicated that when he makes his daily walk to­ work <br /> through the St. Anthony Office Park, he has noted that only about <br /> two or three days out of a year is all the parking which the City <br /> required be provided utilized and he concluded that the City may be <br /> requiring unnecessary parking where landscaping would have, provided a <br /> more aesthetic appearance. He then commented that he believed it had <br /> been a mistake to initially permit industrial development in that. ,-,-,- <br /> area <br /> hat: ,;,;area where there was such a conflict with residential, but once that <br /> was done, the Councilman said, there was no point in trying to back- <br /> track now. <br /> Commissioner Jones agreed, saying .the turning point had been the <br /> enlargement of the Blanske property. The Mayor indicated he perceived <br /> that had been a good decision, noting there had been little or no <br /> activity around that site since.. it had been expanded. . .Councilman <br /> Enrooth indicated he believed the Blanske. operation had .-provided a <br /> good buffer between industrial and residential in that .district,. and <br /> said he sees the Donatelle expansion as not detracting from the <br /> appearance of that neighborhood but rather cleaning it .up <br /> The Mayor reported that, when Councilman Ranallo had -called him to say • <br /> he could not be present that evening, he had also indicated•- he would <br /> have voted in. the affirmative for this proposal as presented. - Council- <br /> man Letourneau said he had no problem with granting the three variances. <br />
