-5- <br /> October 21st letter from Ramsey County notifying the City that <br /> nominations were being taken for the Rice Creek Watershed District <br /> �. Board of. Managers were distributed along with copies of the October <br /> 19th notification of the second meeting on search areas for transfer <br /> stations and solid waste processing facilities scheduled to be held in <br /> the Golden Valley City Hall, at 7: 30 P .M. , November 9.th. <br /> Mr. Childs reported permits :had been taken out for exterior facia <br /> work and. roof repairs on the Apache Plaza Mall building and the Mayor <br /> indicated Mr. Cavanaugh of the C. . G. Rein Co. had told him the center <br /> owners also plan to redo the floors in the mall which would seem to <br /> indicate the long-awaited renovation of the center might at last become <br /> a. reality. <br /> There would be no H.R.A.. meeting held that evening, Mr. Childs said, <br /> but, if the attorneys complete the documents which would affect the <br /> purchase of the property for. Phase 1 of the Kenzie Terrace Redevelop- <br /> ment Project and transfer .of that property to the redevelopers , an <br /> H.R.A. meeting could- possibly- be scheduled for 5 : 30 P.M. , October 28th . <br /> The Manager said he would verify this date with both the Council and <br /> Planning Commission as he would that place and time of the actual <br /> signing with Arkell. <br /> The October 18th staff notes were accepted as informational as was the <br /> brochure furnished by the Agriculture Department which portrayed the <br /> destructiveness of the gypsy moth whose presence in the City is being <br /> tested by the federal inspectors. The Mayor reported having been <br /> interviewed by both the Star and Northeaster about a possible infesta- <br /> tion and he urged.-staff cooperation with- the inspectors so immediate <br /> action can be taken to protect the City' s trees , if such action <br /> becomes necessary. <br /> The Council acknowledged the honor paid to both the City and Mr. <br /> Childs when he had been invited to speak to the St. Paul Chamber of <br /> Commerce about the efficiencies the City had utilized to keep taxes <br /> down in the face of declining state aids , particularly those employed <br /> by the liquor operation, Public Works Department, and the Fire Depart- <br /> ment in their joint purchases program with other municipalities . <br /> The addendum to the specifications for joint purchase of motor fire <br /> apparatus under the latter program had been included in the agenda <br /> packet. <br /> Motion by Councilman Marks and. seconded by Councilman Enrooth to <br /> approve as presented the modification of specifications for the joint <br /> purchase of a fire pumper and .to advance the bid opening to November <br /> 15, 1983. <br /> Motion carried unanimously. <br /> During the final reading of' the ordinance which would raise the <br /> ,., :.Councilmembers ' and Mayor' s salaries , Councilman Letourneau noted that <br /> the City of. Wayzata had recently almost doubled their City officials ' <br /> * .- " salaries and indicated he believed, since the last - raise had been <br /> almost eight years ago, such .a. raise- was long overdue .
