ORDINA14CE 1983-005 AN ORDINANCE RELATING TO MISCELLANEOUS LICENSES AND PERMIT CHARGES, AMENDING SECTION 560 OF THE 1973 CODE OF ORDINANCES Motion carried unanimously. .The Council also concurred with the fee schedule for general con- tracting licenses which had been recommended by staff to give the City greater control over the contractors doing business in the community. Motion by Councilman Ranallo and seconded by Councilman Enrooth to approve the first reading of Ordinance 1983-006 . ORDI14ANCE 1983-006 AN ORDINA14CE RELATING TO CONTRACTORS LICENSES , AMENDING SECTIO14 400 : 00 OF THE 1973 CODE OF ORDINANCES BY ADDING A SECTION Motion carried unanimously. In his September 9th memorandum, the Manager had stated the reasons staff believes it would be economically advantageous for the City to establish a warehouse-type of off-sale liquor facility in the former • Snyder Rexall building at 2540 Harding Street N.E. , and he gave the reasons staff believes a one year lease should be signed with the owner of the St. Anthony Village Shopping Center. Mr. 'Childs reiterated that the liquor manager estimates the start up costs would run between $60 , 000 and $75 ,000 depending on the size of the walk-in cooler which is installed. However, Mr. Nelson also believes there would be no problem with moving the cooler to another location if sales prove to be as satisfactory as projected and the redevelopment .project for that center advances to the state where the facility would have to be moved. Councilman Ranallo questioned whether a 60 foot cooler could be moved that easily but indicated he would favor a one year lease and would like to see the facility in operation by October lst, even before the cooler is installed, if necessary, so the public could become fully aware of its existence well' in advance of the holiday season. Council- man Enrooth. said he concurred with staff that the City should make a serious commitment to this project and recommended the Planning Commission be directed to immediately begin their search for a replace- ment location in the event the sales projections for this facility should be -realized. Councilman Marks indicated. residents have suggested several possible 'sites for relocation. Motion by. Councilman Ranallo and seconded by Councilman Enrooth to authorize the Mayor and City Manager to sign a one.: year lease with • Max Saliterman ,for the use of ' the vacant building,_.at ' 2540 Harding Street N.-E. for a warehouse-type, offs-sale liquor facility after the City Attorney has made the necessary changes in wording in the proposed lease. Motion carried unanimously .
