NE <br /> St. Anthony, MN 55418 <br /> Dear Mr. Childs: <br /> Within the past week the enclosed arrived by mail. It <br /> would appear that Mr. Kwong continues to be serious with his <br /> plans to expand the Good Luck Cafe. <br /> When the last proposal for remodeling was presented to <br /> the Planning Commission and the City Council, I wrote, as a <br /> • concerned neighborhood property owner, to voice my objections <br /> to the zoning varience required to allow the expansion and <br /> remodeling. <br /> Since I see nothing in Mr. Kwong' s new proposal to im- <br /> prove the potential situation, I am writing to again urge <br /> that the zoning varience be denied. <br /> Expansion of the Good Luck Cafe will encroach, by phys- <br /> ical proximity, by cooking odors, by refuse production, and <br /> by increased traffic , on adjacent residential property and <br /> the residential tranquility and stability thereof. The in- <br /> clusion. in this newest proposal, for the sale of beer and <br /> wine bodes further ill for the neighborhood. Such introduces <br /> the potential for introduction of a disruptive element. <br /> I continue to be unimpressed with the volume of business <br /> done by the establishment -in question. Again, I must raise <br /> the spectre of an abandoned premisis should the expanded oper- <br /> ation fail. <br /> The erection of a sign on the roof of the remodeled build- <br /> ing will provide visual pollution that the neighborhood does <br /> not need. <br /> Mr. Kwong points out that a portion of the current premi- <br /> ses lies within residential zoning. Perhaps the better alter- <br /> native is rezone the commercial portion of the property as <br /> residential regardless of the consequences. <br />
