ANTHONY <br /> PETITION FOR VARIANCE <br /> INTRODUCTION AND DESCRIPTION OF SCOPE OF THE PROJECT: <br /> Meta Operating Limited Partnership, an Ohio limited <br /> partnership ( "Meta") was the declarant of the Kenzington <br /> Condominium, a 150 unit senior condominium located directly west <br /> of the property. As the planning commission and council are aware, <br /> hopes for the development of this: site have included the <br /> development of a medical office building. Currently those plans are <br /> on hold pending a number of factors, one of which includes the <br /> status of the study being performed by the Pollution Control Agency <br /> of the State of Minnesota ( "PCA" ) in regard to the correction of <br /> certain soil conditions located on the property in an area in which <br /> was once located an underground storage tank. This site was once <br /> a gasoline service station. Of course, Meta never bargained for the <br /> contaminated soil problem or the other complicating factors that <br /> have prevented the improvement of this site. There does exist <br /> however a need to provide overflow parking for the staff and <br /> • visitors of the Kenzington Condominium. While the parking lot is <br /> intended to be merely a temporary .improvement to this property it <br /> is viewed as a necessary one at the present time. <br /> Meta would intend to improvement the property with a parking <br /> area which is basically as outlined on the accompanying site plan. <br /> The intent is to try to make it as attractive as possible with the <br /> least amount of expenditure of funds and energy, since it is <br /> intended to be a temporary condition. <br /> It would be Meta' s request to only ask for a variance from the <br /> type of materials which are to be used in the construction of the <br /> driveway area, which materials would consist of crushed rock rather <br /> than asphalt or concrete building materials. <br /> The area of the parcel is not used for parking would be <br /> landscaped with grass and planting materials. <br /> • <br />
