Resolution No. 89-028; Signatures of City Financial Accounts <br /> 4 This resolution authorized specific- persons to make certain transactions <br /> 5 regarding City financial accounts. It was noted that the City Manager's <br /> 6 name was added and the Acting City Manager's name was deleted. <br /> 7 <br /> 8 Motion by (larks, second by Enrooth to approve Resolution No. 89-028. <br /> 9 <br /> 10 Motion carried unanimously. <br /> 11 <br /> 12 B. Resolution No. 89-025; Certification of Tax Levy and 1990 City Budget <br /> 13 Mayor ' Pro Tem Ranallo advised that this budget reflects a 3% increase. <br /> 14 He noted that the Legislature had transferred $228,000 of local government <br /> 15 aid to the School District . If this had not been done, he stated, there <br /> 16 would have been a decrease of approximately $24.00 on an average home in <br /> 17 St. Anthony. Enrooth observed that the Legislature did not out a levy limit <br /> 18 on the School District therefore the District could still increase their <br /> 19 levy. <br /> 20 <br /> • 21 Notion by Marks, second by Makowske to approve Resolution No. 89-025. <br /> 22 <br /> 23 Motion carried unanimously <br /> 24 <br /> 25 On November 23, 1983 at 3:00 p.m. the Council is holding a Public Hearing <br /> 26 to review the 1990 Budget . <br /> 27 <br /> 28 C. Approval of Iron Removal Filters Bid <br /> 29 Motion by Marks , second by Makowske to approve the contract for the sand <br /> 30 blasting, possible repair, and recoating of two iron removal filters to <br /> 31 the low bidder, Layne Minnesota in the amount of $49,467.1+1+. <br /> 32 <br /> 33 The funds for this item will come from the 1989 and 1990 budgets. The <br /> 3.4 Public Works Director has indicated he has confidence in this bidder <br /> 35 and the bid is within budget . <br /> 36 <br /> 37 Motion carried unanimously <br /> 38 <br /> 39 D. Public Request : Discussion of Dog Ordinance <br /> 40 'The City Manager stated he has reviewed those ordinances which address <br /> 41 animals, nuisances, keeping of certain animals, and animals running at <br /> 42 large. He feels that presently there is some miscommunication between the <br /> 43 City staff, animal owners, and those persons making complaints regarding <br /> 44 animals. The City Manager referred to state laws and local .ordinances <br /> 45 and their requirements regarding animals bites. Upon review, the City <br /> 46 Manager has found the City's records for 1989, January to November, . <br /> 47 reflects 25 barking dog complaints, 34 dogs running loose complaints, <br /> 48 3 cat running loose complaints, and 3 dog bites. <br /> 49 <br /> 50 <br />
