Anthony <br /> 3301 Silver Lake Road <br /> St. Anthony, MN 55418 <br /> Re: Request to construct a self-service storage facility on the <br /> northwest quadrant of 39th Avenue Northeast and Apache <br /> Lane, St. Anthony, Minnesota. <br /> Dear Mr. Burt : <br /> As per our meeting of March 21, 1990, I am writing to initiate the <br /> municipal approval process to allow for the construction of a <br /> self-service storgae facility at the above referenced location. <br /> This request is focused at two issues: <br /> 1. We seek an amendment to the Zoning Ordinance of the City <br /> of St. Anthony providing for self-service storage as a <br /> specifically listed conditional use in a Commercial <br /> District. Application attached. <br /> 2 . We seek approval of the attached Application For <br /> Conditional Use Permit . <br /> Self-service storage, more commonly referred to as mini storage, <br /> is not referenced in the St. Anthony Village Zoning Ordinance as <br /> adopted in 1973 . Since that time this land use has evolved to a <br /> level representing over one hundred (10.0) individual facilities <br /> and nearly three and one half million (3,500, 000) square feet in <br /> the twin city metropolitan area. Further, the Minnesota State <br /> Legislature adopted a statute (M.R.S. Section 514 . 970-514 .979) in <br /> 1988 providing: a legal definition for a self-service storage <br /> facility, a lien procedure for personal property stored at a <br /> self-service storage facility, the recognition of a difference <br /> between a warehouse and a self-service storage facility. <br /> The retail nature of the product has evolved to a point where -many <br /> of the traditional design and operating norms are no longer the <br /> standard. A state-of-the-art, self-service storage facility is <br /> not located in an industrial area. It is, however, close to the <br /> retail center of a community providing the customer with the same <br /> convenience as other commercial/retail businesses. The user base <br /> is not industrial in nature. In fact, most customers (90% on the <br /> average) are private individuals storing household goods. <br /> The proposed self-service storage facility will not be detrimental <br /> to the health, safety, or general welfare of persons residing or <br /> working in the vicinity or injurious to property values or <br /> improvements in the vicinity. <br />
