CALL TO ORDER/PLEDGE OF ALLEGIANCE <br /> 10 The meeting was called to order at 7:00 p.m. and the Pledge of Allegiance <br /> 11 was led by Mayor Ranallo. <br /> 12 <br /> 13 2. ROLL CALL <br /> 15 Present : Mayor Ranallo, Counci ]members Makowske, Enrooth b Wagner <br /> 16 Absent: Councilmember Marks <br /> i7 Staff Present : City Manager Burt, Assistant to the City Manager Vander- <br /> 18 Heyden, City Attorney Soth <br /> 19 <br /> 20 Introduction of Two New Police Officers to the Council <br /> 21 Mayor Ranallo stated that many years ago he had introduced the idea of <br /> 22 the City of St. Anthony having a police reserve. He noted that initially <br /> �3 this idea was met with resistance but eventually it materialized . The <br /> 24 Mayor observed that the reserves have served the City very well . <br /> • 25 <br /> 26 Mayor Ranallo stated he had requested the City Manager, in his search <br /> 27 for a new police chief, to be looking for someone who would be an ad- <br /> 28 minstrator and would be capable of instigating good public relations <br /> �9 in the community. The Mayor felt Chief Engstrom had all of these qualities <br /> 30 and noted he had received many positive comments regarding the courtesies <br /> 31 received by those who attended the recent Village Fest activities from <br /> 32 members of the Police Department and from the Chief. <br /> 33 <br /> 34 Chief Engstrom noted that the word "cop" stood for "community oriented <br /> 35 policing." <br /> 36 <br /> 7 The Chief introduced Dan Diegnau, who joined the St. Anthony Police <br /> 37 <br /> force on July 24, 1990. Chief Engstrom noted that Dan was a former <br /> 39 member of the police reserve in the City of Anoka and received his <br /> 40 law enforcement degree from North Hennepin Community College. He was <br /> 41 previously a civilian employee at the Anoka Regional Treatment Center. <br /> 42 <br /> 43 Officer Paul Davis was a sergeant in the St. Anthony reserves since 1987 <br /> 44 and until he was hired by the City in April 1990. He also was active <br /> 45 in the Minneapolis police reserves and served from 1981 until 1987. <br /> 46 The Chief noted that Paul was a traffic control agent for Minneapolis <br /> 47 and is presently serving in the capacity of Treasurer of the Village <br /> 48 Fest Committee. <br /> 49 <br /> 49 Chief Engstrom introduced Officer Dominic Cotroneo who recently graduated <br />
