MINUTES. August 21, 1990 <br /> 1 Franzese noted the difficulty of the decision because the owner wants to <br /> 2 upgrade his property because of inconvenience. Murphy agreed that the <br /> 3 variance cannot be given because of the requirements and added that <br /> 4 there is a larger issue at stake in St. Anthony with the problem of single • <br /> 5 car garages. <br /> 6 <br /> 7 Faust did not feel they were withholding an individual's request because <br /> 8 the capability is there. The discussion revolves around the three <br /> 9 questions. Hansen feels that when neighbors agree variances are within <br /> 10 limits, there should be more flexibility. He feels there are injustices in <br /> 11 the present situation. He intends to talk with some of the Council <br /> 12 members about the requirements. <br /> 13 <br /> 14 Faust said Ramsey County is considering a Home Rule Charter which <br /> 15 would allow ordinances to be recalled. Burt clarified that change in this <br /> 16 rule will have no effect because this is a State Statute. The Ordinances <br /> 17 are being recodified at considerable expense because this has not been <br /> 18 done since 1973. This will give the Commission and City Council an <br /> 19 opportunity to review the zoning and sign ordinances. The Council <br /> 20 currently has six chapters to review. The Ordinances on the books are <br /> 21 being enforced. This year 45 violations have been issued to those who <br /> 22 park on the grass. Hansen agreed that up until the last few months, St. <br /> 23 Anthony had been lax in enforcement. <br /> 24 <br /> 25 Motion carried unanimously. <br /> 26 <br /> 27 This motion will be presented at the next Council meeting. <br /> 28 <br /> 29 MISCELLANEOUS: <br /> 30 <br /> 31 Burt commented that last Tuesday the Council reviewed variance fees <br /> 32 and raised them from: variance fee, $15 to $60, and up $100 for <br /> 33 commercial property. These fees are still below the average. <br /> 34 <br /> 35 Hansen said the sign at Northgate Shopping Center should be issued a tag. <br /> 36 In addition, he discussed the campaign sign ordinance. Several are closer <br /> 37 than 15 feet from the boulevard. <br /> 38 <br /> 39 Faust mentioned that he is now on the Salvation Army Camp Committee <br /> 40 as a serving member for the local community. They have a Master Plan <br /> 41 that he has reviewed and is in compliance with statutes. He will keep the <br /> 42 Commission informed. <br /> 43 <br /> 44 Brownell questioned the redevelopment of the Clark Gas Station site. <br /> 45 Burt said there are HRA funds to use and that a developer is interested in • <br />
