PLAI4I4ING COMMISSION - APRIL 16 , 1991
Page 2
V. PUBLIC HEARINGS.

A. FORREST AND MARTY HARSTAD , FOR 3816 FOSS ROAD; REZONING
AND PRELIMINARY PLAT REQUESTS .

REZONING REQUEST:

Chairman Madden introduced the request by stating that
Forrest and Marty Harstad of the Harstad Companies are
asking for a rezoning of 3816 Foss Road from LI , light
industrial , to R4 , multiple dwelling. No one present
reported failure to receive notice of the hearing or
objected to its content .

STAFF REPORT:

Assistant to the City Manager VanderHeyden reported that
Mr. Harstad originally approached the Planning Commission
on October 23 , 1991 with a request to rezone the property
at 3816 Foss Road from LI to R3 , townhomes . At the time
of that hearing, Commissioner Murphy raised the issue of
the density of the development . Since that time , the
City has worked with Mr . The square footage was recalculated by the
Commission, and it was determined that the proposed
development falls within the R4 density requirements .

PUBLIC HEARING:

Chairman Madden opened the public hearing at 7 : 39 p.m. ,
and invited Forrest Harstad to present his petition.

Mr. Harstad informed the Commission that plans for the
development had been redrawn by moving what was
effectively the end unit of one building into the central
unit. This was done so that both the end units and the
central units could have two-car garages . Under the
redrawn plan, each unit now has two enclosed stalls and
two open stalls , actually exceeding the parking
requirements .-

equirements .48
Mr. Harstad showed the new plans to the Commission and to
the public gathered for the hearing, and explained that
