Resolution No. 91-037 ; Re: Early retirement incentive for <br /> 9 City employees <br /> 10 The City Manager advised that PERA is supporting this <br /> 11 incentive program to encourage retirement of high <br /> 12 salaried employees . He noted that there are four <br /> 13 employees on the St . Anthony staff who qualify and two <br /> 14 have indicated their intention to retire. This retirement <br /> 15 incentive is being offered for one year. <br /> 16 <br /> 17 Motion by Marks , second by Enrooth to adopt Resolution <br /> 18 No . 91-037 being a resolution of non-precedence for early <br /> 19 retirement incentive for City of St . Anthony employees . <br /> 20 <br /> 21 Motion carried unanimously <br /> 22 <br /> 23 <br /> 24 <br /> 25 <br /> 26 D. Resolution No.. 91-038 ; Re : Opposing "Police Bill of <br /> Rights" legislation <br /> Mayor Ranallo observed that this legislation would <br /> 29 curtail any meaningful police supervision . The City <br /> 30 Manager noted that it would also create bureaucratic <br /> 31 paperwork . He said there was no discussion regarding this <br /> 32 legislation when it was passed by the Senate and it <br /> 33 presently is in the House of Representatives . <br /> 34 <br /> 35 It was felt that perhaps this legislation was a reaction <br /> 36 to the situation in Los Angeles or really an <br /> 37 "overreaction . " <br /> 38 <br /> ,' 3'9 Motion by Enrooth, second by Wagner to adopt Resolution <br /> -4'0 L No. 91-038 , a resolution opposing "Police Bill of Rights" <br /> 41 legislation . <br /> 42 <br /> 43 Motion carried unanimously <br /> 44 <br /> 45 10 . UNFINISHED BUSINESS <br /> 46 <br /> 47 A. Ordinance No . 1991-006 ; Re: Construction Moratorium <br /> 48 (Third reading) <br /> 49 The City Manager has received calls from three members of <br /> 50 the Planning Commission. They all stated that the <br /> 51 Citizens ' Committee should include residents from all <br /> areas of the community, not just those from the area <br /> addressed in the Moratorium. <br /> 4 <br />
