1 REGULAR COUNCIL MEETING <br /> AUGUST 27 , 1991 <br /> PAGE 3 <br /> 4 <br /> 5 <br /> 6 Video Machine Licenses <br /> 7 <br /> 8 Dave Logan, the new owner of the Fun Center which is. located <br /> 9 at St . Anthony Shopping Center, introduced himself . He stated <br /> 10 he is intending to set the Fun Center in a new direction and <br /> 11 explained some of his strategies for accomplishing this . <br /> 12 <br /> 13 Mr. Logan knew the history of the Fun Center, which included <br /> 14 active drug using by its patrons and a reputation which was <br /> 15 not very desirable. He had observed that the physical <br /> 16 appearance of the facility was unkempt and he is presently <br /> 17 making considerable efforts to improve its reputation as well <br /> 18 as its appearance . <br /> 19 <br /> 20 It is the position of Mr. Logan that if he makes the Fun <br /> 21 Center a comfortable and welcoming place and adhers .to strict <br /> 22 behavior guidelines he will attract a desirable clientele and <br /> 23 his business will succeed. <br /> 24 <br /> 25 Burt noted that Mr. Logan had indicted he may choose to have <br /> 26 for sale non-alcoholic beer. Burt was concerned about this <br /> 7 matter and contacted the State regarding this matter. He was <br /> reassured that this beverage is considered "pop" and was <br /> 9 allowable in establishments which served minors . <br /> 30 <br /> 31 Mr . Logan stated he will be selling this beverage from a <br /> 32 cooler behind a counter. He is also considering food vending <br /> 33 machines in the future. <br /> 34 <br /> 35 Mr . Logan had one concern regarding the requirements for rest <br /> 36 rooms . He noted that presently there are two and he wondered <br /> 37 if two were required, as one is very large and takes up <br /> 38 considerable space . He was directed to contact the City ' s <br /> 39 Public Works Director and it was noted that any modifications <br /> 40 he may make to the building will require building permits . <br /> 41 <br /> 42 The City Manager advised that the machines be licensed to the <br /> 43 owner of the business . <br /> 44 <br /> 45 Motion by Enrooth, second by Fleming to approve nine video <br /> 46 machine permits to David Logan. <br /> 47 <br /> 48 Motion carried unanimously <br /> 49 <br /> 50 Lion' s Club White Cane Day <br /> 51 <br /> 52 <br /> 0 <br />
